Framework agreement for project administration HSE - coordinators (CP and CE)

Stavanger kommune

Stavanger Municipality, c/o Urban Environment and Development would like to enter into framework agreements for project administration for municipal engineering sites. These services are currently procured through the municipality's dynamic purchasing system for building administration, DPS.
The DPS will be terminated when the framework agreements come into force in approx. October 2023.
Stavanger municipality would like to procure framework agreements for the following services:
- HSE coordinators for the planning and design phase (CP)
HSE coordinators for the execution phase (CE)
The contracting authority will enter into a contract with three (3) tenderers. The tenderers will be ranked and awarded contracts in accordance with the following distribution key per annum, based on the expected contract value.
- Tenderer no. 1: 50 %
- Tenderer no. 2: 30 %
- Tenderer no. 3: 20 %
The performance description describes that some tasks related to the follow-up of the Stavanger municipality's seriousness provisions can be assigned to CE. The organisation of these tasks is being assessed internally and will be decided in 2023.

The contracting authority internally categorises projects into small, medium and large projects based on complexity and risk.
Persons who will fulfil the role of CP and/or CE for small and medium-sized projects must have at least 1 year of continuous experience as an HSE coordinator. Persons who will fulfil the role of CP and/or CE for large complex projects must have a minimum of 3 years of continuous experience as an HSE coordinator within the last 10 years.
