The contracting authority needs to enter into a framework agreement for the purchase and supply of methanol for use in fuel cells used in obstruction light systems.
The fuel cells are mainly type EFOY Pro 2800, and all are supplied from four cans of methanol, each can holding 28 litres. The cans are called EFOY M28 and have article number 150 905 040 at the manufacturer SFC Energy AG. Only cans with methanol of this type/manufacturer can be used for the fuel cells that Statnett has chosen.

Beskrivelse av fornyelser:

The initial framework agreement period is 2 years, with option for an extension for one year at a time, for four years. The maximum contract period is 6 years.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

Tenderers must confirm that they and their sub-suppliers are not on the sanction list of the Office of Foreign Assets Control, U. S Department of Treasury.

Documentation requirement:

Certificate from the Register of Business Enterprises or equivalent certificate for legal registration in a trade register in the country where the tenderer is established.

Self-declaration - sanctions list of the Office of Foreign Assets Control, U. S Department of Treasury. A self-declaration in accordance with annex 6.

Økonomisk og finansiell stilling:

A copy of the credit rating:

The credit rating must not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that Statnett SF can assess different ratings against each other.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Tenderers must have sufficient economic and financial capacity to complete the contract.

Teknisk og faglig kapasitet:

If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance standards, and has certifications that covers the delivery, it is sufficient to present a copy of the valid certificate.

Or (if unable to present relevant certificates)

A description of the tenderer's system (routines and measures) regarding quality assurance.

A description of the company's environment management system/environment control system.

If a tenderer is certified in accordance with ISO14001, EMAS, or Eco-Lighthouse, a copy of a valid certificate is sufficient to document fulfilment of the requirement.

Minste nivå(er) av standarder:

The tenderer shall have and practise a good and well-functioning system for quality assurance.

Tenderers must have a well-functioning environment management system/environment control system.
