Lot 1: Media strategy, reputation and education campaigns
The Norwegian Armed Forces is in need of a media agency that will deliver and support the Armed Forces with services on an ongoing basis as needed for media agency services within general media strategy, reputation and education campaigns and similar services, including media consultancy, target group insight, advertising of cultural events, events, etc., express services, SEO and SEM.

Lot 2: Employer branding and job advertisements
The Norwegian Armed Forces is in need of a media agency that will deliver and support the Armed Forces with services on an ongoing basis as needed for media agency services within employer branding, job advertisements, and similar services, including media strategy, target group insight, campaigns, express services and ongoing advertising of individual positions.

Beskrivelse av fornyelser:
The framework agreement period is 2 years. The contracting authority will have the option to extend the framework agreement one or more times for a further 2 years. The maximum duration of the agreement including options is four years.

The tenderer must be registered in a register of business enterprises or a trade index in the country where the tenderer is established. Documentation requirement for Norwegian tenderers: Company registration certificate. Documentation requirement for foreign tenderers: Verification that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have the necessary economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement. Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Teknisk og faglig kapasitet:
Tenderers must have valuable experience from comparable assignments. Good experience means that the tenderer has completed several similar deliveries that are relevant for the contracting authority. Similar deliveries means deliveries of media agency services of the same nature and scope as stated in Annex B Requirement Specifications. Documentation requirement: The tenderer must describe up to 3 of their most relevant assignments delivered over the past 3 years. The response must be a maximum of 3 A4 pages, font size 11, line spacing 1.5. The overview must include an indication of: - The value of the assignment, - Date of execution, - Recipient's name and contact information. Contact information means the name, the person's role, telephone number, and email address. - A brief description of the delivery. It is the tenderer's responsibility to confirm relevance through the description. The contracting authority reserves the right to contact the references. The contact persons must be informed in advance of such possible contact.
