The cooperative purchasing agreement shall cover the contracting authority ́s need for maintenance, repairs and redesign of furniture and fixtures in cases where the work is not covered by the current guarantee schemes for the products. The contracting authority ́s need for the services is varied and includes i.a. schools, nurseries, health institutions, libraries, office premises and park areas. This involves work that ensures that the furniture maintains its quality and functionality by wear or the like. The sub-contract is aimed at maintenance work that is generally carried out at the organisation without extensive disassembly and special parts etc. The services included in the sub-contract are not limited to, but can, for example, be the following: * Maintenance work * Simple repairs (minor damage, wear, loose parts etc.) * Spot removal and impregnation * Re-tensioning screws etc. * Cleaning and maintenance of textiles and surfaces * Condition Checks * Other related services

Kvalitetskriterium (navn): The procurement focuses on maintenance, repairs and redesign of existing furniture that the municipality already has rather than buying new furniture. The contract itself has, thus, a reduced environmental footprint. It is a procurement of services, where the majority of the procurement concerns the purchase of trade services. Transport and material use are among the factors that are climate resilient in such a procurement. In order to reduce the climate impact from transport, there will be a minimum requirement for the use of zero emission vehicles. Furthermore, there are several minimum requirements that shall ensure good quality, reduce the environmental impact and materials with the content of health and environmentally damaging chemicals. When using materials, there are different requirements that shall reduce the climate footprint connected to the production of the materials. The minimum requirements are designed to reduce the climate impact of the procurement. The procurement has some product elements, such as, for example, the need for extra parts, textiles etc. for repairs of furniture. The furniture has a large extent of use and it is therefore important that specific minimum requirements are set for textiles and material use in order to ensure a long lifetime. Textiles are required, among other things, to be environmentally friendly and tolerate easy cleaning. There is also a requirement that furniture and fixtures and parts of furniture and fixtures that cannot be repaired, renovated or redesigned shall be reused for other purposes or sorted and recycled to the highest possible degree. The minimum requirements are designed so that they are directed directly towards the factors that are climate saving in the procurement, and it is anticipated to have a better effect than if climate and environmental considerations should only be emphasised through award criteria. The use of the minimum requirements will be seen as particularly appropriate for these types of contracts where the supplier market is small and immature. The contracting authority has therefore assessed that the requirements in the requirement specifications will give a better climate and environmental effect than setting award criteria. The contracting authority will, based on the above, use the exclusion provisions in the Procurement Act § 5b.

This involves work that restores the furniture's quality and function by destruction and wear through repairs, stopping, covers and the like of furniture. As a starting point, the work shall be carried out by furniture makers and/or furniture sheds, and the furniture shall as a rule be taken to the tenderer's repair workshop. Beskrivelse av anskaffelsen:

Sub-contract 3 shall include services for redesign of furniture and fixtures. Redesign involves giving a new look or new function to existing furniture and fixtures. In Oslo municipality's entities there are furniture and fixtures that have either played out their need, or for which there is no longer a need in its current condition. It is therefore desirable to redesign relevant furniture and fixtures for products that cover new or other needs. Tenderers must both be able to design and design a solution proposal, carry out the work and have final responsibility for the delivered product.

Economic and financial capacity: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Documentation requirements: The contracting authority will obtain a credit rating from Experian on its own initiative. The Contracting Authority reserves the right to obtain the company's last Annual Financial Statements including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures. If a tenderer has a justifiable reason (e.g. newly started company) of not submitting the documentation that the Contracting Authority has required, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.
