Statnett SF needs a framework agreement for internal auditing services.
A framework agreement will be signed with up to two tenderers for the assignment.
The contract period will be 4 years. The contracting authority will have an option to extend the contract for 1+1 year so that the maximum contract period will be 6 years.
The estimated total value over 4 years is approx. NOK 12,000,000, excluding VAT. Maximum contract value: NOK 18,000,000 excluding VAT.
This is only an estimate and is not binding for the contracting authority. There will be annual call-offs under the framework agreement in Q1 based on the internal auditing plan for the year.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Statnett draws attention to the fact that tenderers must comply with Statnett's ethical guidelines for suppliers, see https://www.statnett.no/Om-Statnett/Etikk-og-verdier/.
This is not a qualification requirement, but the general contract requirements that Statnett requires that tenderers comply with/fulfil.
Documentation: To be confirmed in the table in Part 1, annex 1 Template for Application Letters based on the qualification requirements.
Requirement: Security contract
Documentation: Tenderers must complete and sign the security contract at company level. The contract will be included as annex 8 of the main contract when the contract is signed.
Requirement: Tenderers must confirm that they comply with the restrictions Statnett has as regards countries of origin and nationality.
Requirement: US Sanction List and the Sanction legislation in Norway and the EU.
Documentation: Tenderers must confirm that they and their sub-suppliers are not included in the sanction list of the Office of Foreign Assets Control, U. S Department of Treasury or are covered by the sanction legislation in Norway/EU. The declaration will be included as annex 12 of the main contract when the contract is signed.

Requirement: Tenderers must fulfil the requirements in the terms on pay and working conditions. The self-declaration must show that the tenderer verifies that all of the tenderer's employees, and any sub-suppliers who directly contribute to fulfilment of the contract, have established pay and work conditions not inferior to those given in the nationwide tariff agreement, or what is otherwise seen as normal for the place and profession in question. Cf. the regulations on wages and working conditions in public contracts dated 08.02.2008, no. 112.

Documentation: Tenderers must fill in the attached self-declaration on wages and working conditions. The contract will be included as annex 13 of the main contract when the contract is signed.
Requirement: Tenderers must be a legally established company.
Documentation: Certificate from the Register of Business Enterprises or equivalent certificate of legal registration in a trade register in the country where the tenderer is established. A statement showing the tenderer's ownership and ownership structure.
