The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR-2016-08-12-974, parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, cf. the Public Procurement Regulations § 13-1(1).

Appeals to this procurement shall be sent to Frøya municipality via the contracting authority ́s competition tool (KGV). Appeals must be lodged within the waiting period, cf. the Public Procurement Regulations § 25-1, so that the contracting authority can decide on the complaint before the contract is signed. After the contract has been signed, appeals can be sent to the Appeals Board for public procurements (KOFA). KOFA handles appeals for breaches of the procurement regulations.
