Kort beskrivelse:
The assignment is split into the following areas:
- Condition analysis of municipal buildings/the property portfolio to establish maintenance work and identify the most important conditions for risk. The condition analysis is also intended to document conditions that are important for internal control, especially related to fire and environmental health protection for schools and nurseries. Based on the results of the condition analysis, a maintenance plan will be prepared for each building. The maintenance plan will be used in future prioritisation and will act as an important knowledge base in the preparation of a property strategy for the property portfolio. Costs of all measures must be accounted for.

- Energy mapping/ENØK efficiency analyses of municipal buildings to identify energy saving measures in existing buildings and rank them according to profitability by calculating the present value and payback time. The mapping will form the basis for future investments in energy-saving ENØK measures. Another aim of the assignment is to gain important knowledge about the largest energy consumers in buildings and consult them on how to operate the facilities in the most optimal way possible. As an option, prices must be provided for putting energy labels on the buildings.

The tenderer's consultant should recommend synergies between the condition analysis and the energy mapping, and indicate maintenance and energy measures that should be combined and carried out simultaneously.

Beskrivelse av fornyelser:
The framework agreement will have a 2 year duration with an option for the contracting authority to extend the contract on the same terms for up to an additional one year, to a maximum of 3 years.

As an option, prices must be provided for putting energy labels on the buildings.

Requirement for organisational and legal standing: The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement: Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

The tenderer's economic and financial capacity. Requirement: Tenderers must have good economic and financial capacity, related to the size and risk of the contract in question.
Documentation requirement: - A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with licence to conduct this service. - Declaration of turnover from activities in the last two fiscal years.

Teknisk og faglig kapasitet:
Requirement for good experience: The tenderer must have good experience from comparable assignments. Comparable assignments means projects with condition analyses and energy mapping/ENØK analyses of purpose-built buildings or buildings of similar complexity, including complex heating/ventilation systems, heat pumps and SD/automation systems.

Documentation requirement: A description of the tenderer’s most relevant assignments during the last 3 years. Use Annex 5_Referrence Form.
Implementation ability requirement. Tenderers must have sufficient capacity and professional implementation ability. Documentation requirement: Overview of the tenderer's total manpower with competence for special/important disciplines for the execution of this contract.

Quality assurance: Requirement: Tenderers must have satisfactory quality assurance procedures. Documentation requirement: Documentation (must be submitted in one of the following ways):
A description of the tenderer's quality assurance methods, with emphasis on quality assurance, resource management, management responsibility, the manufacturing process and continual analysis and improvement.
If a tenderer has an ISO 9001:2015 certificate, or equivalent 3rd party verified system, the valid certificate will be sufficient documentation.
Environmental system: Requirement: Tenderers must have an established environmental management system. Documentation requirement: A description of the tenderer's environmental management system.
If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse or equivalent standard, it is sufficient to present a copy of a valid certificate.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract will contain requirements concerning wages and working conditions, documentation and sanctions in accordance with regulations on wages and working conditions dated 8 February 2008 no. 112.
Tenderers are required to be a part of an apprentice scheme and apprentices must participate in the contract work.
