Framework agreement for climate and environment knowledge

KLD would like to enter into a framework agreement for different types of services connected to climate and environment knowledge. The ministry needs inter-disciplinary and inter-sectorial knowledge on climate, the environment, and green changes. This covers all scientific disciplines. The framework agreement will be a supplement to the ongoing and comprehensive knowledge work that is being undertaken in underlying entities, through ordinary research financing and other established channels. We also need different tools and methods in order to be able to use the knowledge quicker in policy development, not least regarding complex and demanding case areas and problems. The framework agreement can cover several types of services, including R&D assignments (SSA-F), assistance (SSA-B), and assignments (SSA-O).
We would like to enter into a framework agreement with one tenderer. In order to cover as much as possible of the ministry's need for knowledge, we would preferably like a combination of cooperating actors (consortium).

Estimert totalverdi: 28 000 000 NOK 💰
Kort beskrivelse:
The framework agreement will be valid for 2 years from when it is signed. The contracting authority has an option to extend the framework agreement for a further 2 years (maximum 4 years altogether). The economic scope of the framework agreement is estimated to be approx. NOK 7 million a year excluding VAT for the entire contract period (including the option), i.e., NOK 28 million excluding VAT in total.

The contract will then preferably be signed with one main tenderer, with other actors as sub-suppliers.

The contract is not exclusive and the contracting authority has not procurement obligation. However, as long as KLD's needs come under the framework agreement and the tenderer has the competence and resources to meet them, KLD will apply to use the framework agreement. Only the Ministry of Climate and Environment can make call-offs under the framework agreement.

Payment of tax and duties.
Documentation:
For Norwegian tenderers:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no.

Tenderers must be a legally established company.
• Norwegian companies: Company registration certificate from the Unit Register for single-person companies that are not required to register.
• Foreign tenderers: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil a contract of an equivalent nature and scope, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
Documentation:
• A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.
The credit rating must contain the credit rating degree (rating) of tenderers, typically given with a rating code or brief text. The rating must include, or an explanation of the rating code/scale of possible rating codes, must be attached.
The rating ought to be based on the last annual accounts.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have sufficient competence and experience to fulfil a contract that fulfils the contracting authority's needs as described in Annex 1.
Documentation:
A description of up to three of the tenderer's most relevant assignments in the last three years, together with information on the contract's value, date of delivery or execution, and the name of the recipient (if possible). Se e TK 2 in point 5.1.
Relevant assignments can be, for example, deliveries of different knowledge products and services on climate, the environment, or green changes, of a multi-disciplinary and/or multi-sectorial character, or participation in similar framework agreements. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.

Tenderers must have sufficient capacity to fulfil a contract that fulfils the contracting authority's needs as described in Annex 1.
A description of the tenderer's average annual workforce in the last year.
Tenderers must have a third party environment management system or standard, such as EMAS, ISO 14001, Eco-Lighthouse or equivalent.
Documentation: Tenderers must submit a licence number for the certification and a copy of the certificate. The contracting authority will also accept other documentation of equivalent environment management measures if the tenderer does not have the possibility to obtain such certificates before the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested environment management systems or standards.
