Malvik Kommune

Malvik municipality shall enter into a framework agreement with one tenderer for the delivery of a collaboration consultant. The agreement shall cover assistance in planning, procurement and implementation of collaboration projects within building and construction. Hovedtrekk ved prosedyren:

Malvik municipality needs to enter into a framework agreement with a tenderer for interaction consultancy services. The objective of the procurement is to ensure access to competence and capacity to assist the municipality in the use and execution of the interaction model in building and construction projects. The services will include both strategic consultancy in the early phase, assistance in procurement processes and operative support in the implementation phase. Tenderers shall provide resources who can assist with, among other things: Selection of contract form and implementation model Procurement of collaboration contractor (including competition implementation)Facilitating collaboration processes and team building Establishment of work forms, routines and organisation Follow-up of target prices, open book, risk and incentive models Coordination of user processes and interested assignments will vary in scope and complexity and will be carried out in close cooperation with the contracting authority ́s project management, contractor and other actors. There are requirements for a high degree of physical presence in the projects. The framework agreement will be valid for 2 years, with an option for an extension for up to a further 2 years (1+1). The estimated value is approx. NOK 6 million, with an upper limit of NOK 10 million.

The tenderer ́s ("total") annual turnover for the number of financial years requested in the tender notice or in the procurement documents is as follows: Minimum qualification requirements Tenderers must have sufficient economic and financial capacity to fulfil the contract. This is to be documented by the Annual Financial Statements for the last two financial years as well as a credit rating with a satisfactory rating.

Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Tenderers shall have carried out at least 3 equivalent assignments in the last 5 years. The assignments shall include the delivery of a partnering consultant in projects with target price, open book, shared risk and incentive.

Minimum qualification requirements Tenderers shall have access to the necessary resources for the execution of the assignment, including a minimum of two interaction consultants.

Tenderers who believe that an error has occurred in the procurement process can complain to the contracting authority. Appeals must be filed within a reasonable time. According to the Public Procurement Act § 4 and the public procurement regulations part III, a waiting period of minimum 10 days will be given from when notification of the award decision has been sent to the tenderers before the contract is signed. Appeals to the award decision must be lodged within the waiting period. If the contracting authority does not follow the complaint, the tenderer can bring the matter before the Appeals Board for Public Procurements (KOFA) or the ordinary courts.
