The contracting authority would like to enter into a contract with a tenderer for a framework agreement for the delivery of active coal, as well as a service contract for replacing matter and the removal (final treatment) of used coal for 5 locations (Åse RA, RA4; Hankane PS; Solstrandveien 91, PS (Tennfjord); Skodje PS, and Sjøholt RA) in Ålesund Municipality, of which Åse Treatment Plant is the largest consumer.
A site inspection will be held on 13.06.2023 at 12.30 - 13.30, in order to give tenderers the chance to see the existing plant and operation at Åse RA, Borgundfjordvegen 22, 6017 Ålesund. Kort beskrivelse:
Åse Treatment Plant is located in an area with sensitive neighbours that come under the hospital and cancer department. There is therefore extra focus on odour exposure for the neighbours. The site must therefore enter into a contract for the delivery of active coal to reduce related emissions from ventilation.

As active coal is classified as special waste, this contract also includes a service contract for matter replacement and correct removal (final treatment) of the coal that has been removed from the treatment plant/pump stations.
Active coal: The annual consumption is estimated to be approx. 11 tonnes.
Coal replacements: The coal ,must be replaced 1-2 times a year.
The estimated amount under the framework agreement period will be between NOK 400,000 - NOK 700,000 excluding VAT a year, which is equivalent to between NOK 2.4 million - NOK 4.2 million for the entire contract period (including option years). The estimate is based on previous amounts as well as the future need for coal replacements. The maximum financial limit for the framework agreement for the entire contract period (including option years) is NOK 4.9 million excluding VAT.

The contracting authority will have an option to extend the framework agreement for a further 1x2 years, to a total of maximum 6 years. Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). Documentation requirement: Tax Certificate, not older than six months from the qualification deadline. For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collection Office via Altinn. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.

Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient financial strength to fulfil the contract. DOCUMENTATION REQUIREMENT: The tenderer's annual accounts including notes from the board of directors and audit reports for 2021. Financial strength is assessed in relation to turnover, profit margin, solvency and liquidity. The contracting authority will obtain the revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit their revised annual accounts.

Teknisk og faglig kapasitet:
REQUIREMENT: Tenderers must have experience from relevant and comparable deliveries. Relevant and comparable deliveries mean: Deliveries of active coal as well as matter replacements.
DOCUMENTATION REQUIREMENT: An overview of 3 relevant deliveries that the tenderer has carried out in the last three (3) years. The overview of the deliveries must, as a minimum, include the following: Name of the contracting authority, date of execution, scope of the tenderer's contribution (hours and/or financial), a description of the assignment.
