REQUIREMENT
Tenderers must have their tax, employer's National Insurance contributions and value-added tax payments in order.
Tax and VAT certificate. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/Financial Manager.

Documentation of fulfilment of the qualification requirements tenderers use the support of sub-contractors to fulfil.
Applies only to the qualification requirements that the tenderer relies on sub-contractor to fulfil, including economic and financial position or technical and professional qualifications.
Økonomisk og finansiell stilling:
REQUIREMENT
Tenderers must have sufficient financial capacity to fulfil the contract.
Tenderers must have a credit rating equivalent to minimum A in 'Bisnode.no'. The contracting authority will obtain a credit rating of tenderers itself.
DOCUMENTATION
Annual Financial Statements from the last two years. These must contain notes, the board's report and auditor's report.
Newly established companies must enclose equivalent documentation as long as it is available.
Teknisk og faglig kapasitet:
REQUIREMENT
Tenderers must have sufficient capacity and competence at their disposal for the implementation of assignments/deliveries in the contract.
DOCUMENTATION REQUIREMENT
Description of the company's staffing and organization with regard to delivering in accordance with the framework agreement requirements. This includes language requirements in accordance with part 2 - Annex 1, point 9.
A description of the tenderer's qualified personnel that can be used to fulfil the contract, including an overview of personnel with a certificate of apprenticeship within relevant disciplines.
Tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments for the disciplines the tenderer is being submitted for.
A list with an overview and description of the tenderer's most relevant assignments during the last three years.
The list/description must, as a minimum, contain:
• Name of client/recipient
• Assignment scope
• Description of the company's role
• Assignment value
• Delivery date
• Brief description of the delivery
Use Appendix 5 - Reference Form.
Newly established companies must enclose equivalent documentation as long as it is available. This can for example be experience of employees.
Tenderers must have good procedures for quality management and HSE.
The documentation must be provided in one of the following ways:
Alternative 1: Description of the company's procedures, with emphasis on quality assurance, resource management, management responsibility and HSE.
Alternative 2: If tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.
Tenderers must have the necessary qualification for all of the disciplines, corresponding to what is required for central certification in development class 2 in the function area 'responsible executive'.
Tenderers are required to be certified installers for the Electrical discipline.
• Documentation of central certification in development class 2 for the certification area 'electrical installations'.
• Or equivalent by having alternative documentation showing that the company will achieve the necessary and relevant professional qualification to implement measures as ‘responsible executive’ equivalent to development class 2 in the certification area 'electrical installations'.
