The Norwegian Public Roads Administration c/o National Tourist Roads (henceforth referred to as the Contracting Authority) wishes to enter into a framework agreement with architects (ARK), landscape architects (LARK) and consultant engineers for construction (RIB) for designing tourist road projects in the period 2027-2030. The agreement includes new viewpoints and picnic places and upgrading and renewal of existing points. The framework agreement is divided into three sub-contracts divided in accordance with disciplines: * Sub-contract 1: Architects (ARK) * Sub-contract 2: Landscape architects (LARK) * Sub-contract 3: Consultant engineer for construction (RIB) Tenderers may submit tenders for one or more sub-contract(s). Each individual sub-contract will be evaluated separately, based on the award criteria stated in kgv (the competition implementation tool). A contract will be signed with up to 4 tenderers for sub-contract 1 (ARK) and sub-contract 2 (LARK) and up to 3 tenderers for sub-contract 3 (RIB).

The procurement concerns consultancy and engineering design services where the climate and environment effect is mainly connected to the concrete systems that are developed in later call-offs. Climate and environmental considerations are therefore taken care of through binding contract requirements that apply to all tenderers and all call-offs under the framework agreement.

Legally established company: Requirements of the tenderer's registrations, authorisations, etc. The tenderer shall be a legally established company. Documentation requirements: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof upon request: * Norwegian tenderers: Company Registration Certificate * Foreign tenderers: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Economic and financial capacity (credit worthiness): Requirements of the tenderer's economic and financial capacity. Tenderers must have sufficient financial capacity to fulfil the contract. In order to fulfil the requirement, it is sufficient for the tenderer to be assessed as credit worthy based on Experians Commercial Delphi score. If a tenderer is assessed lower than credit worthy, the contracting authority can undertake an overall assessment based on additional information. Documentation requirements: The contracting authority will obtain a credit rating from Experian. If there is doubt, the Contracting Authority can obtain further information from the tenderer.

Relevant experience: Requirements regarding the tenderer ́s technical and professional qualifications. Tenderers shall have relevant experience. Relevant means experience from visitor facilities, picnic places, viewpoints, service buildings, cultural buildings, attractions as well as public buildings and sites with high architectonic ambitions. Documentation requirements: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof upon request: * An overview of at least 3 (maximum 5) of the most important, relevant work performed during the last 5 years, including a short description of the assignment, the name of the public or private recipient, as well as information on value/amount/scope and date. Use the attached template, annex 02 Assignment List. A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment. Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer.
