The aim of the procurement is to ensure NTNU, c/o the National Centre for Science Recruitment (NSR) access to relevant competence and capacity within strategic and operative communication assistance, including consultancy, content production, campaigns and further development of digital communication areas. Communication assistance is the framework agreement's main service and is expected to represent most of the activities included in the contract. As a part of the communication work, the Contracting Authority uses its own websites and digital systems as central communication areas. In order for the communication assistance to be delivered efficiently and predictable, it is necessary that these systems are stable, secure and available over time. The procurement therefore also includes hosting of the Contracting Authority's websites and technical systems (portfolio). Hosting is included in the framework agreement as a support service for the communication assistance and is provided as a fixed performance of a limited extent. The purpose of the hosting is to support the use and further development of the digital communication surfaces, not to be an independent main delivery. A complete description of the delivery is in Part II Annex 1 of the Contracting Authority's requirement specifications.

The framework agreement period is 2 (two) years. In addition there will be an option with a unilateral right for the contracting authority to extend the framework agreement for a further 1+1 year (two years altogether), which gives the contract a potential maximum length of 4 (four) years. If the framework agreement is extended, the terms of the framework agreement apply unchanged, with adjustments of prices in accordance with the framework agreement ́s provisions on price regulation. The option will automatically take up unless the contracting authority, within 1 (one) month before the contract period expires, gives written notification that the option shall not be taken up or shall be taken up for a shorter period than 1 (one) year.

An error was amended by the tender deadline from 12.6.2026 to 16.06.2026 was not announced in Doffin/TED. The error was not discovered in time and it was/is not possible for the contracting authority to correct it without cancelling the competition.
