Trøndelag County will enter into a framework agreement for the procurement of combination mats and fixed absorption mats. The purpose of the procurement is to ensure that the entrances of the buildings always have mats that stop dirt before it enters the building. The mats must therefore have a technical quality that makes them suitable for public use and buildings with traffic, and for use in all types of functional buildings owned and/or operated by the county.
The framework agreement will be for the procurement of:
1) Combination mats/scraping mats ("combination mats")
b) Absorption mats
3) Option: Guideways

Estimert totalverdi: 3 500 000 NOK 💰
Kort beskrivelse:
A contract will be signed with a tenderer who can supply both products a) and b). The solution for each building can consist of one or both products, depending on what is possible based on the design of the entrance area.
The procurement does not include building adaptations such as tile removal, levelling and similar. The procurement does not include machinery and equipment for cleaning the mats. The procurement does not include products for exterior areas.
A more detailed description of the requirements for the products is provided in the Requirement Specifications (Annex 1 Requirement Specifications). The award will be based on which tender has the best relationship between price and quality, wherein price makes up 40% and quality 60%.

All county organisations will be able to use the framework agreement. The combined area is approx. 500,000 square metres, mainly sixth form colleges, transport buildings and some of our dental clinics:
32 sixth form colleges
2 administrative offices
4 transport buildings (bus depot/boat terminal etc.)
56 dental clinics, of which 5 are in buildings that are owned by the county
The framework agreement is planned to be in force from 01.08.2023 to 31.07.2025, with the right to extend the agreement for a further 1 + 1 year.
Estimert verdi eksklusive mva: 3 500 000 NOK 💰
Beskrivelse av fornyelser: 1 year + 1 year.
Beskrivelse av opsjoner: Guideways. A small scope is expected. Not subject to evaluation.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the Tenderer is established. The contracting authority will use eBevis to collect this documentation for Norwegian companies.
Økonomisk og finansiell stilling:
Tenderers must have the economic capacity to carry out the assignment/contract. Approved documentation will be a credit assessment with rating based on the last known accounting figures. The credit rating must be carried out by a publicly certified credit rating institution or equivalent.

To be approved as a tenderer, the credit rating must be at least A (creditworthy), or equivalent if another rating is used (numerical assessment).
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments (deliveries). Tenderers must therefore provide a description that includes an indication of the value of the assignments, the period of execution and the recipient of the goods/services.

The tenderer must document that this is fulfilled with a description of the tenderer's up to 3 most relevant assignments in the last 3 years.
