Kristiansand kommune

Kristiansand municipality hereby invites tenderers to an open tender contest for a Framework Agreement - Booking Assignment, Bus Transport. Kristiansand Havn IKS, Kilden Teater og Konserthus and Lillesand kommune are also participants in this competition and shall act separately as independent legal contract parties. The contracting authority(s) need to enter into a framework agreement for booked assignments for bus transport. The services concern transport assignments by bus and/or minibus, which are not covered by other public transport agreements. The competition is divided into two (2) sub-contracts. Sub-contract 1 - Kristiansand: Includes Kristiansand municipality, Kristiansand Havn IKS and Kilden Teater og Konserthus IKS. Sub-contract 2 - Lillesand: Includes Lillesand municipality.

Beskrivelse av anskaffelsen:

Sub-contract 1 includes the contracting authorities Kristiansand municipality, Kristiansand Havn IKS and Kilden Teater and Konserthus IKS. The contracting authorities need to enter into a framework agreement for booked assignments for bus transport. The services concern transport assignments by bus and/or minibus, which are not covered by other public transport agreements. Statistics from the current agreement show that most of the assignment from Kristiansand municipality will be transport of school classes to and from swimming pools. These assignments are within the municipal borders for the relevant contracting authority. Occasional assignments can also be included, e.g. tour assignments, transport of school classes to and from camp stays, transport of different delegations to short and longer assignments, as well as other transport assignments that naturally come under the performance description. Kristiansand Havn IKS needs bus transport by cruise call at other terminals than The Port of Kristiansand, as well as other tailor made assignments for their employees and guests. Other more sporadic assignments may also occur. Kilden Teater og Konserthus [Kilden Teater og Konserthus] needs transport of approx. 80 musicians with instruments for tours 3-4 times a year, mainly domestic, but also occasional abroad. In addition there can be transport of school classes to concerts and rehearsals at Kilden, as well as bussing musicians to schools in connection with DKS projects and outreach activities. Mini buses for smaller ensembles for chamber concerts and projects in the Agder region may also be relevant. Measures: ML1.4.1 Contribute to the fact that a new agreement for public transport shall be ensured as much as possible emission-free vehicles. This sub-contract will be covered by Kristiansand municipality's environmental ambition and emphasised as a part of the award criteria. See the annexes for further information on the needs. Registration: Requirement: Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established. Documentation: Norwegian companies shall enclose a Company Registration Certificate. Foreign companies shall enclose proof that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established. The certificates must not be more than six months old.

Requirement: The tenderer shall have experience from comparable contracts in the last 5 years. As a minimum tenderers are required to have experience with transport assignments by bus/minibus, for groups with children and/or adults, over short and longer distances. It is not necessary that the assignments have been carried out in connection with a framework agreement. Documentation: Description of the tenderer's three (3) most important assignments during the last five (5) years. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. The description must include a statement of the contracting authority, name of reference at the contracting authority with a statement of telephone number and email address, name of the assignment, the assignment ́s value/project cost/contract value of the tenderer and the relevance of the assignment as seen in connection with what is stated in this qualification requirement. The contracting authority reserves the right to contact the references in order to verify these. Documented by: Completed Annex 13 - Reference Assignment Form (Qualification Requirement).

Cancellation of tender contest - Booking assignment Bus services The Contracting Authority hereby notifies that the competition for Booking Assignments Bus Services is cancelled. The cancellation is due to a considerable lack in the tender documentation. The changes are considered to be of such character that they cannot be made within the framework of the competition, cf. the procurement regulations § 8-4 fourth paragraph. Based on this, the contracting authority has found it necessary to cancel the competition. The contracting authority will re-announce the competition shortly, with a corrected tender documentation.
