Hå municipality, the fire-brigade, hereafter called the fire-brigade, shall procure a new fire engine. The Fire-brigade needs a new fire engine with a water tank and crew cabin, with seats for at least five people.

The contracting authority has chosen to make an exception in the competition from using The Environment as the award criteria 30% based on the following:
The contracting authority will not be required to procure a new fire engine that runs on fuel other than diesel. This is based on the municipality ́s geography, a lack of developed infrastructure for charging/filling alternative fuel.

Beyond fuel (emissions of CO2 based on fuel), the contracting authority considers that there are currently not sufficient award criteria to be used that will have a significant effect on the environment. There are, therefore, absolute requirements in the competition for environmental measures:
Euro 6 engine requirement (latest and cleanest engine technology) and the desire for a fire engine to use the Miljødiesel system, requirements that together are assessed to give a better environmental effect than using the environment as the award criteria with weighting at least 30%. C.f. the exclusion provisions in the public procurement regulations § 7-5 fourth section.

Tenderers are registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex.
Minimum qualification requirements
Norwegian companies: Company Registration Certificate

Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

For financial key figures stated in the notice or in the procurement documents, the tenderer declares that the actual value(s) of the requested key figures are as follows:
Minimum qualification requirements
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Description of requirements/documentation: Tenderers must have sufficient financial ability to carry out the assignment/contract. Good solidity is required. The minimum score acceptable is 'satisfactory' within two of the following criteria: liquidity, profitability and solvency, cf. Proff Forvalt ranking and/or minimum B on the analysis of the Probability of bankruptcy.
By answering 'Yes' to this requirement, the tenderer confirms that the requirement is met. The contracting authority will undertake independent control of the information via Proff Forvalt.

Only for public goods deliveries: In the reference period, the tenderer has carried out the following important deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Minimum qualification requirements
Description of up to 3 of the tenderer's most relevant contracts in the course of the last 3 years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description.
