Financial advice on the expiration of concession period in the gas transport system

OLJE- OG Energidepartementet

OED needs external assistance with ongoing financial advice, economic analyses/valuations, process design and progress, as well as tactical assessments in order to see to the government's interests in the reversionary right for concessions within gas transport.
The Ministry would like to enter into a contract for such assistance with one tenderer. The expected start-up is as soon as possible and the duration will be until the work has been completed.
The financial scope of the assistance contract will be up to NOK 5,000,000 excluding VAT for the entire contract period. The scope and duration of the need is uncertain and will be a function dependent on what degree the explorations give a basis for further dialogue with the companies, and what questions and problems arise in the process.
There will not be a purchase obligation for the contracting authority under the assistance contract, and the assistance contract is not exclusive.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation:
• Norwegian companies: Company registration certificate from the Unit Register for single-person companies that are not required to register.
• Foreign tenderers: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Documentation:
For Norwegian tenderers:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. Teknisk og faglig kapasitet:
Requirement: Tenderers must have sufficient ability and experience to be able to execute a contract of a similar nature and scope.
Documentation:
• A description of up to three of the tenderer's most relevant assignments in the last three years, together with information on the contract's value, date of delivery or execution, and the name of the recipient (if possible).
Relevant assignments mean assignments that show experience with one or more of the following fields: Economic analyses and valuations, buy-out negotiations and transactions/M&A activity, as well as advice connected to the mentioned fields. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
