The National Insurance Fund would like to enter into a contract with a tenderer for:
• Financial auditing services of the National Insurance Fund, including financial investments for the Government Pension Fund Norway and the Government Bond Fund.
• Simple auditor inspection of the half year accounts for the Government Pension Fund Norway and the Government Bond Fund.
• Attestation assignments related to further agreed upon areas.
• GIPS certification the National Insurance Fund’s financial auditing service and simple auditing services, cf. bullet points one and two, must be in accordance with the provisions dated 13 December 2019, no. 1795 on annual accounts etc., for the National Insurance Fund.

Kort beskrivelse:
The contract will be valid for 4 years with an option for two one-year extensions. Any contract extension must be taken up at least two months before the contract expires. The contract period will be from 1 January 2024 until 31 December 2027 (2029 if the options are taken up), however so that the contract applies until the assignment has been completed for the auditing of the calendar year 2027 (2029 if the options are taken up) and the remuneration has been paid in full. The assignment will start with a simple auditor inspection of the half year accounts in 2024.

Beskrivelse av opsjoner:
The contract period will be 4 years with an option for an extension for a further 2 years, one year at a time. The contract period will therefore be from 1 January 2024 until 31 December 2027 (2029 if the options are taken up), however so that the contract applies until the assignment has been completed for the auditing of the calendar year 2027 (2029 if the options are taken up) and the remuneration has been paid in full. The auditing of the accounting year 2023 will be carried out by the current auditor.

Tenderers must be a legally established company.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to implement the assignment.
Documentation requirement:
• The last annual accounts, including the annual report of the Board and the auditor's certificate.
• Information about any recent conditions that may be of relevance to the company’s accounting figures.
Teknisk og faglig kapasitet:
Tenderers must have high competence and broad experience from auditing international capital management.
Documentation requirement:
Tenderers must attach a list of the most important assignments in the past 3 years, including information on the scope, date and, recipient (name, telephone number, and e-mail address). References will only be contacted if required.
Tenderers must have good availability and implementation ability
A description of the company’s size, use of/requirement for sub-providers and for which assignments this applies.
A good and well-functioning quality assurance system is required for the services that shall be provided.
Tenderers must describe the quality assurance routines in relation to the contracting authority, internally in the organisation and in relation to sub-suppliers
