Evaluation of Training in working environment work

This voluntary ex-ante transparency notice for a more inclusive working life 2019 - 2022 (the IA agreement) was signed between the government and the main labour market organisations on 18 December 2018 and later extended until 2024. The purpose of the contract is to create a labour market with room for everyone by preventing leave of absence due to illness and dropout, thereby contributing to increasing employment. Training in working environment work is an instrument in the IA agreement, wherein the social partners have a special responsibility for follow-up. The contract states that the organisations will contribute to better and knowledge-based training in working environment work. Training in the working environment and targeted working environment work will be based on knowledge and expertise from the working environment initiative and will be included in the training of managers, employee representatives and safety delegates.

It is of great importance that information about and training in working environment work reaches the parties in the organisations, as a basis for preventive work at the company level. In line with the follow-up of the other instruments in the IA agreement, the department would like to conduct an external assessment of the instrument Training in working environment work.

The time frame of the contract is from when the contract is signed to the presentation of the final report on 1 February 2024. The combined financial framework is up to NOK 2.0 million, excluding VAT.

Qualification requirements

Tenderers must be a legally established company.

Documentation Requirement

• Norwegian companies: Company registration certificate from the Unit Register for single-person companies that are not required to register.

• Foreign tenderers: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Documentation Requirement

For Norwegian tenderers:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation Requirement

Tenderers or the offered personnel must be able to refer to minimum three assignments for the last three years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the assignment and reference.

Relevant assignments are in this context defined as assignments that show review and/or research competence and solid experience with surveys and analyses related to the working life field. What has been delivered and the function the tenderer had in the assignment, must be stated.
