Bergen municipality will procure care centre locations in Bergen for homeless people with substance abuse disorders, possibly combined with somatic and/or mental disorders, who need care-based services. Users may need practical assistance and basic medical services. Users may have behavioural and/or mental health challenges.

As a general rule, home nurse services should not be used in this programme.

However, if this is exceptionally necessary for a period of time, a decision on home-based services must be made.

Bergen municipality will acquire emergency accommodation services for homeless people with substance abuse disorders. The target group is mainly homeless people with substance abuse disorders, possibly combined with somatic and/or mental disorders.

The emergency accommodation service must operate for 12 hours per day from evening to the following morning, 7 days per week. The overnight offer shall be staffed 24 hours a day when it is open. The entity shall have a low threshold for offering a bed for the night. Users of the offer shall be able to see to their personal hygiene, get a simple meal and receive care and support.
