The purpose of the procurement is to establish an agreement for preliminary engineering design of the Risavika plant, and to establish a non-exclusive framework agreement for consulting engineering services for the Contracting Authority. Preliminary engineering design for the Risavika Plant
The preliminary project will be carried out in accordance with NS8401 - at a fixed price.
A drafting project for the plant was carried out in autumn 2022. The report is attached in Annex 6 - Risavika Draft Project.
The preliminary project report must be submitted and presented by 4 January 2024.
Non-exclusive framework agreement for consulting engineer services
It is assumed that further assistance will be required for any detailed engineering design, application processes, construction management and follow-up of the construction process in Risavika. Therefore, the contracting authority would like to establish a non-exclusive framework agreement for consulting engineering services to meet these needs.

A drafting project for the plant was carried out in autumn 2022. The report is attached in Annex 6 - Risavika Draft Project. In line with the recommendations from the draft project, it has been decided to carry out preliminary engineering design for the Risavika facility.

An important guideline for the Contracting Authority has been that the new facility should largely be established by using the existing buildings. Further maturation of the project has also resulted in some systems being changed from those recommended in the draft project:

- The technical room for separate ventilation for the new lab on the 3rd floor (former canteen area) should be located on the roof above the office wing (so as not to take up office space)
- A reduction in the use of space is planned for the lab area on the 3rd floor. (former canteen area)
- Wardrobes and toilets in the existing facilities should be kept as they are now
The scope of the engineering design work is expected to be significantly reduced from what is described in the draft project, as it was necessary to carry out some parts of the remodelling via a separate fast track project prior to and in parallel with this call for tenders.

The tenderer must prepare a report from the preliminary project, which will, among other things, provide the Contracting Authority with the necessary foundation to be able to tender one or more contracts for the execution of the project. The reports are to be written in English.

It is assumed that further assistance will be required for any detailed engineering design, application processes, construction management and follow-up of the construction process in Risavika. It is also possible that there will be a need for assistance drafting the tender documentation for contracts that will be put out to tender as well as tender contests that may be held in connection with this. It may also be necessary to construct new buildings on the property. Therefore, the contracting authority would like to establish a non-exclusive framework agreement for consulting engineering services to meet these needs.

It is a requirement that the Tenderer can provide services in connection with all of the areas mentioned above. Declarations of commitment must be attached for any subcontractors.
The contract may also be used for the Contracting Authority's other projects beyond Risavika during the period.
Any call-offs on the non-exclusive framework agreement will be carried out in accordance with one of the following contract standards:
- NS 8401
- NS 8402
- NS 8403

Inspections
An inspection of the facility will take place on 8 August.

Registration should be sent to the Contracting Authority's contact person via Mercell as soon as possible.
Estimated value
The Contracting Authority estimates that the feasibility study has a value of between NOK 2,000,000 and NOK 4,000,000 excluding VAT. The total value of the procurement, including the value of the non-exclusive framework agreement for consulting engineer services, is estimated to be between NOK 5,000,000 and NOK 10,000,000 excluding VAT.

Emphasis is placed on the fact that this is only an estimate, and that the value can be both higher or lower than this. The need will be governed by any future projects and the estimates are therefore highly uncertain.
The maximum value of the procurement is set to NOK NOK 20,000,000. The contracting authority reserves the right to give notice on the contract with immediate effect if the total amount under the contract exceeds this amount.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation Requirement: Norwegian tenderers: Company Registration Certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT. Documentation requirement:
Norwegian Tenderers: Tax and VAT certificate issued by the Norwegian Tax Administration via Altinn, not older than 6 months from the application deadline.
Foreign tenderers: Certificate issued by the corresponding authorities in the home country documenting the tenderer's tax and VAT payments.
Tenderers must have sufficient economic and financial capacity to fulfil the agreement. Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with licence to conduct this service.

The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports and the auditor's reports.
Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments and they must be suitable for carrying out the assignment in a satisfactory way.
In this case, comparable assignments could be, for example, engineering design in connection with buildings such as laboratories, industrial manufacturing, hospitals or similar.
Emphasis is put on the fact that the examples are not exhaustive. Documentation requirement: Description of the tenderer's three most relevant contracts in the course of the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

A description of the tenderer´s quality assurance methods.
Alternatively: Certificate for the company's quality assurance system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example, ISO 9001 or equivalent.
