Avalanche path warnings will describe and warn of avalanche danger for defined avalanche pathways in Honningsvåg and Kuvika, based on data from weather stations and webcams provided by the supplier. Landslide path warnings refer to the probability of naturally triggered landslides that can be so large that they can affect buildings. The landslide warning will provide a basis for assessing the evacuation of the buildings at risk of landslides, and consider banning travel in landslide-prone areas.

The contracting authority for the contest is the Norwegian Water Resources and Energy Directorate [Norges vassdrag- og energidirektorat (NVE)], which is responsible for managing Norway's water and energy resources, ensuring a secure power supply and improving society's ability to manage flood and landslide risks. NVE is headquartered in Oslo with regional offices in Narvik, Trondheim, Førde, Tønsberg and Hamar, with a total of over 600 employees with interdisciplinary expertise.

Avalanche path warnings will describe and warn of avalanche danger for defined avalanche pathways in Honningsvåg and Kuvika, based on data from weather stations and webcams provided by the supplier. Landslide path warnings refer to the probability of naturally triggered landslides that can be so large that they can affect buildings. The landslide warning will provide a basis for assessing the evacuation of the buildings at risk of landslides, and consider banning travel in landslide-prone areas. The goal is to reduce the risk to an acceptable level in order to be able to live in landslide-prone buildings in Honningsvåg until physical safety measures have been established. Relevant landslide paths may change during the agreement period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). DOCUMENTATION REQUIREMENT: Tax Certificate, not older than six months calculated from the tender deadline. For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collection Office via Altinn. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance. REQUIREMENT: Tenderers must be a legally established company. DOCUMENTATION REQUIREMENT: Norwegian tenderers: Company registration certificate. The contracting authority will obtain a Company Registration Certificate from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit a such a certificate. Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:
REQUIREMENT: Tenderers must have sufficient financial strength to fulfil the contract. DOCUMENTATION REQUIREMENT: The tenderer´s annual accounts including notes with the board´s and auditor´s reports for 2020, 2021 and 2022. If there are reasons as to why the provision annual accounts cannot be attached, the tenderer can document finances in another way. The contracting authority reserves the right to carry out a credit assessment from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity. The contracting authority will obtain the revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit their revised annual accounts.

Teknisk og faglig kapasitet:
REQUIREMENT: Tenderers must have sufficient implementation ability to fulfil the contract. DOCUMENTATION REQUIREMENT: A brief and general description of the organisation must be provided, including a description of the proportion of the contract that the tenderer is considering subcontracting. REQUIREMENT: Tenderers must have experience from relevant and comparable deliveries. Relevant and comparable deliveries means site-specific avalanche warnings. At least one reference project must show experience from site-specific avalanche warnings for buildings. DOCUMENTATION REQUIREMENT: An overview of 3 relevant deliveries that the tenderer has carried out in the last 3 years. At minimum, the list of deliveries must include the name of the contracting authority, a brief description of the assignment, time of completion, scope of delivery in amounts and/or hours. REQUIREMENT: Tenderers must have a documented quality management system. DOCUMENTATION REQUIREMENT: A short description of the tenderer's quality management system that shows that the tenderer has implemented it. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certificate, it is sufficient to attach a copy of the valid certificate. REQUIREMENT: Tenderers must have a documented and satisfactory environmental management system. DOCUMENTATION REQUIREMENT: A short description of the tenderer's environmental management system that shows that it has been implemented by the tenderer.

If a tenderer is certified in accordance with a public certification body (the Eco-Management and Audit Scheme (EMAS), the Eco-Lighthouse scheme, ISO 14001 or other recognised environment management system/standard), it is sufficient to attach a copy of the valid certificate.
