The above list is not exhaustive, all assignments naturally related to the contract are also included. Tenderers must be able to offer all of the disciplines, either using their own resources or by using subcontractors.
Most of the agency's assignments are minor rehabilitation projects in connection with operation and maintenance, but the agency also has an increasing need for consultancy in connection with major investment projects where the project framework can vary from NOK 10 - 30 million excluding VAT. The architect must expect assignments ranging from simple consultancy/guidance to larger complex project assignments that include rehabilitation and expansion.

Examples of assignments can be:
- A nursery school needs to increase the number of nursery school placements within the current regulations. In connection with this, the contracting authority may request a survey of the architectural qualities and potential of both the building structure and the outdoor area. The result will be an analysis report and a sketch of the solution. There may be minor changes or extensions based on need.

- The ventilation system will be replaced in one building. In connection with this, the location of a new or expanded technical room must be considered as well as changes to the facade for inlets and outlets and building permit applications. The architect must collaborate with the contracting authority's contract partners in the discipline of consulting engineer (RI).

- The outdoor area in a nursery is clearly characterised by wear and tear, problems with flooding and poor floor plan. A new outdoor area will be designed with a focus on good utilisation, challenges for different age groups and taking into account the desire to use as little plastic and rubber flooring as possible.

- Property search, where the site should be located in the city centre, primarily for the Nordnes and Møhlenpris primary school districts. In addition, sites bordering the area, sites near park areas, and sites near sports areas should also be sought out.

- The contracting authority may need to brainstorm with an architect in connection with possible solutions outside of the building or outdoor area.
- There are several purpose-built buildings that do not comply with universal design (UD), and there may be assignments in connection with the preparation of solutions that fulfil the requirements for UD.
A framework agreement for consulting engineer (RI) services will be signed at the same time as the framework agreement for architect services. The tender contests will be published as separate contracts, but the assignments for the agency will require close collaboration between the tenderers of these two contracts. The architects must therefore expect to work with the contracting authority's tenderer of consulting engineer services. For some assignments, the consulting engineer contract will border or overlap assignments under this contract. In some cases, the contracting authority will use the contract that is most suitable to use. This will also apply for other ongoing contracts that can border or overlap assignments under this contract.

It is emphasised that the Contracting Authority's scope may vary based on actual needs and/or the budget may change during the framework agreement period.
Furthermore, the contracting authority reserves the right to not use the framework agreement for the execution of major or complex projects. The contracting authority will, in these cases, publish a separate notice in the ordinary way, in accordance with the current law and regulations.

The tenderer must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Other economic and financial requirements: Regarding any other economic and financial requirements that have been specified in the notice or in the tender documentation, the tendererr declares that:

The tenderer will have sufficient economic and financial capacity to fulfil the contract. The contracting authority will obtain a credit rating for each tenderer. The assessment will be based on the so-called credit rating assessment, i.e. a credit rating from a credit institution, a part judgement and historical rating of the respective tenderer. For this contract, creditworthiness with a requirement for a guarantee will be sufficient to fulfil the requirement. The tenderer's credit rating must not be worse than B (low risk) or equivalent if another rating system is used (numerical assessment). Tenderers with a rating lower than "B” or equivalent will be rejected. Recently established tenderers must not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures). Recently established service providers can present a bank guarantee as proof of credit worthiness. Documentation requirement for Norwegian tenderers: The contracting authority will obtain a credit rating for the individual tenderer from Creditsafe (https://www.creditsafe.com). If the individual tenderer is not registered with Creditsafe, the Contracting Authority will obtain a credit rating from Proff Forvalt (https://forvalt.no/). For Proff Forvalt, the tenderer's credit rating must not be poorer than 51 out of 100. If the tenderer is registered as having different credit ratings in the above-mentioned credit rating agencies, the credit rating on Creditsafe will be the determining basis for making the decision regarding fulfilment of the requirement. The contracting authority can also obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Documentation: Tenderers must attach an overview of the experience and professional qualifications held by managerial group and/or key personnel that are responsible for the assignment. There must be a minimum of one key person per area of expertise stated in Annex 1 - The contracting authority's specification. A key person can be responsible for more than one of the areas of expertise (minimum 2 key persons in total across the different disciplines).

2. Description of the requirement/documentation: Requirement: The contracting authority requires that all tenderers have an implemented quality management system that is adequate for ensuring the quality of the work carried out under this contract. Documentation requirement: A description of the company´s implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If a company does not have a certificate, other documentation of the company's quality management system must be presented. In such cases, the following must, as a minimum, be submitted: * The system's name and a detailed table of contents * A general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract * An organisation chart that shows responsibilities in the quality assurance system * A description of procedures for internal control and handling deviations (work with corrective and preventive measures) * A description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.

Most of the agency ́s assignments are minor renovation projects in connection with operation and maintenance, but the agency has an increasing need for consultancy for major investment projects where the project limit can vary from NOK 10 million to NOK 30 million excluding VAT. Architects must expect assignments from simple advice/guidance for major complex engineering design assignments that include renovation and extension. Examples of assignments can be: A nursery needs to increase the number of nursery places within the current rules. The contracting authority would, thus, like a mapping of the architectural qualities and potential for both the building body and the outdoor area. The result will be an analysis report and sketches for the solution. There can be small changes, or additions based on need. The ventilation installations in a building shall be replaced. In connection with this, the tenderer must consider the placement of new or expansion of the technical room, façade change for throw-in and rejection and building application. The architect must cooperate with the contracting authority ́s contract partner for RI disciplines. The outside area in a nursery is clearly characterised by wear, problems with surface water and poor plan solutions. A new outdoor area shall be engineered with a focus on good utilisation, challenges for different age groups and consideration shall be given to the desire to use as little plastic and rubber coatings as possible. Site search, where the site shall be located in the centre, primarily for Nordnes and Møhlenpris primary school districts. In addition, one should also look for plots that border the area, plots that are close to park areas, and plots that are close to sports areas. The Contracting Authority may need to think aloud together with an architect in connection with possible solutions in a building or outdoor area. There are several purpose-built buildings that are not in accordance with universal design (UU), and assignments may come in connection with the preparation of systems that comply with the UU requirements. At the same time as a framework agreement for architect services, a framework agreement shall be signed for consultancy engineering services (RI). The competitions will be announced as separate contracts, but the agency's assignment will require close cooperation between the suppliers for these two contacts. So the architects must expect to cooperate with the contracting authority ́s supplier for RI. In some assignments the contract RI will limit or overlap assignments on this agreement. The contracting authority will, in such cases, use the agreement that is most appropriate to use. This will also apply for other ongoing contracts that can limit or overlap assignments in this agreement. Emphasis is put on the fact that the contracting authority ́s extent can vary based on actual need and/or the budget can change during the framework agreement period. The contracting authority reserves the right to choose not to use the framework agreement for the execution of large and complex projects. In these cases the Contracting Authority will make special notices in the ordinary way in accordance with the relevant law and regulations.
