In order to cover the agencies' needs for ongoing maintenance and operation of buildings and areas, Bergen Municipality, through the Agency for Buildings and Property, intends to enter into a framework agreement as soon as possible with two tenderers for the provision of services within locks, fittings, and access control.
The framework agreement is divided into the following lots:
- Lot 1 - Bergenhus, Årstad, Åsane, and Arna (60%)
- Lot 2 - Fana, Ytrebygda, Laksevåg, and Fyllingsdalen (40%)
Lot 1 comprises approx. 60% of the estimated volume, but the estimated volume can vary between the lots due to unforeseen needs that can arise in the contract period. Tenderers can submit a tender for both lots, but only one contract will be awarded per tenderer, so that two different tenderers will be awarded contracts. The tenderer that is in total ranked as number one will be awarded lot 1, and the tenderer that is ranked as number two will be then be awarded lot 2.
Lot 1 comprises approx. 60% of the estimated volume, but the estimated volume can vary between the lots due to unforeseen needs that can arise in the contract period. Tenderers can submit a tender for both lots, but only one contract will be awarded per tenderer, so that two different tenderers will be awarded contracts. The contract includes:
- Procurement of relevant products such as locks, fittings, access controls, etc. (with and/or without assembly).
- Maintenance and/or replacements of existing locks, fittings, and door automation.
- Installation, assembly, disassembly, and/or maintenance work within access control, alarms, door telephones, and camera surveillance.
- Assembly of new and subsequent delivery of lock systems and keys.
The list is not exhaustive, other goods and services that naturally come under the locksmith trade are also covered.
Some assignments can have interface with other framework agreements (for example electrical installations, lifts, joinery). The contracting authority will try to use the contracts in the most appropriate way for all parties.
It is emphasised that the Contracting Authority's scope may vary based on actual needs and/or the budget may change during the framework agreement period.
Furthermore, the contracting authority reserves the right not to use the framework agreement for the execution of major or complex projects. The contracting authority can hold separate contests for these cases.

Recently established tenderers must not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures). Recently established service providers can present a bank guarantee as proof of credit worthiness. Documentation requirement for Norwegian tenderers: The contracting authority will obtain a credit rating for the individual tenderer from Creditsafe (https://www.creditsafe.com).
