E39 Rogfast - hire of a contract engineer

Rogfast is a 27km long underwater tunnel that is being constructed between Randaberg and Bokn. The tunnel will be the world's longest and deepest road tunnel. The goal is safer and more efficient travel routes along Western Norway. Work on driving the tunnel is well underway from the attack point at Mekjarvik, Arsvågen and Kvitsøy, and contracting of the electro contractor is ongoing. There is a need to hire a contract engineer to assist the project organisation at Rogfast in connection with the execution of the project. The work will involve following-up contracts, both as regards technical, legal and financial problems in close cooperation with the project ́s own employees.

The tenderer shall be a legally established company. Documentation requirement: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof if requested by the contracting authority: • Norwegian tenderers: Company Registration Certificate. • Foreign tenderers: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Tenderers must have sufficient financial capacity to fulfil the contract. In order to fulfil the requirement, it is sufficient for the tenderer to be assessed as credit worthy based on Experians Commercial Delphi score. If a tenderer is assessed lower than credit worthy, the contracting authority can undertake an overall assessment based on additional information. The contracting authority will obtain a credit rating from Experian. If there is doubt, the Contracting Authority can obtain further information from the tenderer.

The tenderer shall have relevant experience with assignments concerning contract engineer assistance. Documentation requirement: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof if requested by the contracting authority: - An overview of at least 1 (maximum 3) of the most important, relevant work performed during the last three years, including a short description of the assignment, the name of the public or private recipient, as well as information on value/amount/scope and date. A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment. Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer. In addition to the documentation that the tenderer has submitted, the contracting authority will emphasise its own documented experience with the tenderer.

Tenderers shall have a quality assurance system suitable for the delivery ́s complexity, risk and aims. Documentation requirement: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof if requested by the contracting authority: - A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.

Tenderers shall have a well-functioning environmental management system that is based on recognised environmental management standards. Documentation requirement: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof if requested by the contracting authority: - Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 14001 (2015), EMAS, Miljøfyrtårn or equivalent certificates issued by bodies in other EEA states. Other documentation for equivalent environmental management measures will be accepted if the tenderer cannot obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures correspond to the requested environment systems or standards.
