In 2020 – 2026 the Norwegian Public Roads Administration is constructing the last lot, K3
Stormyra – Staurset, which comprises the construction of an approx. 10.6 km new dual carriageway E39 between Stormyra and Staurset. The contract work in this procurement mainly consists of forest clearance and the removal of felling for lot 3. The forest clearance will start by Søo bridge at profile -2060 and will continue towards Staurset at profile 8470, a stretch of approx. 10.6 km. The forest work must be carried out in autumn/winter 2023/2024.
The amount of forest is split into the following:
 Spruce: Approx. 1870 m3 (varying site quality)
 Pine: Approx. 2380 m3 (varying site quality)
 Deciduous forest: Approx. 1115 m3.
 The total area including forest, bushes, and other trees is approx. 460,000 m2.
All the wood will be the tenderer' property and can be resold. The tenderer must also set out the borders for the site in the sectors that are to be cleared. The tenderer must also secure the areas where unwanted species have been registered.

The Norwegian Public Roads Administration will in the period 2020 - 2026 construct three new lots on the E39 between Betna and
Stormyra in Heim Municipality, Trøndelag County When this project has been completed, there will be
continuous, good Europe road standard on the entire stretch of the E39. The last lot, K3
Stormyra – Staurset, comprises the construction of an approx. 10.6 km new dual carriageway E39 between Stormyra and Staurset.
The contract work mainly consists of forest clearance and the removal of felling for
lot 3. The forest clearance will start at Søo bridge at profile -2060 and continue towards Staurset at profile
8470, a stretch of approx. 10.6 km.
The forest work must be carried out in autumn/winter 2023/2024.
The scheduled start at the construction site for the road development is in April 2024.
All the wood will be the tenderer' property and can be resold.
The tenderer must also set out the borders for the site in the sectors that are to be cleared.

Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to businesses the tenderer relies on, cf. B2 points 4.1. Tenderers must not be a unit that is affected by the ban in section §8n in the Ukraine sanction regulations.

Documented by a company registration certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that will jointly constitute the tenderer, cf. B2 point 4.2, is established, as well as equivalent certificates for all entities the tenderer will rely on in order to be qualified, cf. B2 point 4.1.

4. Upon request from the builder, the tenderer must document who are the real
rights holder at the tenderer, companies in the tenderer's group or companies
that the tender has controlling ownership or authority in, companies that
the tenderer will rely on, contract helpers, and anyone else in
the supplier chain, as well as information on who is the manager, chair of the board, and
other leading employees at the tenderer.
Økonomisk og finansiell stilling:
1. The tenderer's annual financial statements, annual report and audit report for the last three years, and recent
information (quarterly accounts) that are of significance for the tenderer's fiscal figures.
2. A short account of information on the financial standing or losses that are not
documented other places and that is required in accordance with Norwegian and/or
international accounting standards.
3. An overview of any newly performed, ongoing, or impending tax
or public reviews of the tenderer’s company.
4. An overview of any significant incidents that have occurred after the publication of the
last reviewed annual accounts.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures/economy and that the contracting authority deems suitable. The tenderer must substantiate why he is unable to present the documentation required by the contracting authority.

Minste nivå(er) av standarder:
Tenderers must have sufficient economic and financial capacity to fulfil the contract,
and must also fulfil the following requirements:
 Tenderers must have positive equity.
 Tenderers must have an average annual turnover of minimum NOK 4 million in the last
three accounting years.
Teknisk og faglig kapasitet:
A list of up to 5 and no less than 3 contracts that the tenderer has completed or
or is executing in the last five years calculated from the tender deadline. The minimum and
maximum limit applies to the total number of reference projects, and is the same regardless of whether
the tenderer fulfils the qualification requirement alone, or relies on others to fulfil
the qualification requirement. The list must, cf. the form included in chapter E1, point 5, include the following for
each of the contracts:
 Name of the recipient (contracting authority).
 Description of what the contract work entailed, including the relevance in relation to
the qualification requirement.
 What work was carried out by the tenderer, and what work was carried out by
sub-suppliers (contract helpers).
 Date of the delivery.
 The value of the contract.
 Reference person/contact person at the contracting authority with contact information (telephone number and email address), and a statement of the person’s role at the contracting authority during the contract.
Tenderers are responsible for ensuring that reference persons are available and will provide a reference.
1. Description of the tenderer’s system for safeguarding HSE, and possibly an ISO 45001
certificate.
2. Documentation of audits in recent years, with confirmation from the person/persons who have carried out the audits.
Minste nivå(er) av standarder:
Tenderers must have sufficient experience of a relevant nature and degree of difficultly, including from
the following central fields of work:
1. Felling and vegetation clearance
Tenderers must have experience from execution of central work mentioned above. It is not sufficient if a tenderer only has experience from, for example, managing
sub-contractors' execution of the central fields of work. If a tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other companies that have the required experience from the execution of the relevant central work, see B2, point 4.1.

The Norwegian Public Roads Administration and other builders' experiences with the tenderer will be appraised.
Tenderers are required to show references for relevant contracts that they themselves have carried out
in a satisfactory way.
Conditions which will be evaluated are related to i.a.:
 documentation of executed quality
 fulfilment of contracts
 compliance with provisions and procedures for HSE
 compliance with provisions for wages and working conditions
 keeping deadlines
 follow-up in the claims period
 use of apprentices
Tenderers must have an HSE system that fulfils the requirements in the regulations on systematic health, environment, and safety work in entities (internal control regulations). The system will be subject to periodic audits.
