Ålesund Municipality has been orderers by the Norwegian Food Safety Authority to establish an alternative water supply. A preliminary project has been carried out, and a decision has been made to establish a treatment plant in Fremmerholen and a raw water pump station at the west end of Brusdalsvatnet. The project also includes a transport system (intake pipelines and transfer pipelines).
Contract E21 is the first contract in the project. The builder will enter into a contract with a contractor for ground and construction work and HVAC and sanitation. The contractor will be the main contractor.
Contract E21 is a main contract with options to transfer to technical contracts. The main contractor can be responsible for the progress, coordination, and finances for the transferred joint contracts.

Contract E21 comprises:
- Ground work including refilling, road work/external place, foundation soil, alterations to and new water and sewage installations in the ground on the site, cable ditches, green installations, natural stone walls, fence and gates, etc.
- Concrete work, prefabricated concrete elements, masonry, plastering, and tiling work, joinery and carpentry work, doors and windows, mountings work, steel and metal work, painting work, insulation and roofing work, flashing and guttering work, fixtures equipment, lifting equipment

- Construction work for E41 and E61. Nozzles in filter bottom are also included in E21. E61 deliveries concreting-in parts that are to be casted into the walls.
- E21 will also deliver the barracks for use by the other contractors except E71, which will have its own rigging.
The builder will enter into a contract that builds on the contract standard NS 8405:2008 'Norwegian building and construction contract' for the execution phase.

Tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers:
Completed tender form including the company name and organisation number. The contracting authority will verify that the requirement is fulfilled through a check in the Register of Business Enterprises. Norwegian companies do not need therefore to submit documentation for this requirement other than the completed tender form.

Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Financial strength will be assessed on the background of, amongst other things, turnover, operating margin, solidity, liquidity, credit score, and payment history.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the Boards and auditor's reports from the last three completed fiscal years.
If the Annual Financial Statements for the last completed fiscal year (last year) are not completed before the tender deadline expiry for this contest, the Annual Financial Statements for the previous year must be submitted.
If there are reasons as to why the provisional annual accounts cannot be attached, the tenderer is responsible for documenting the economic and financial capacity in another way.
The contracting authority will also obtain a credit rating.

Teknisk og faglig kapasitet:
Requirement:
Tenderers must have sufficient experience from assignments of an equivalent nature, complexity and scope.
Documentation requirement:
An overview of minimum three assignments with waterproof concrete of an equivalent scope and complexity that the tenderer has completed in the last 5 years, calculated from the tender deadline. The overview must include the following for each of the contracts:

- What work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators).
- The date of the contract
- The contractual value
Tenderers must have the sufficient resources to fulfil the contract. Resources means both crew and machines.
A description of the tenderer's average annual workforce in the last three years. Tenderers must state a specific number of employees in the company for each of the three years.
A description of the tools, materials and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
Tenderers must have a quality management system that meets the quality management standard ISO 9001 or equivalent.
Attestation (certificate) issued by an independent body.
The contracting authority accepts other documentation of equivalent quality assurance measures if the tenderer does not have the possibility to obtain such certificates with the deadline, and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested standards.
