E16 Lærdals tunnel – upgrading of tunnels - passenger transport

The 24.5 km long Lærdal tunnel on the E16 between Aurland and Lærdal in Vestland county shall be upgraded. The tunnel does not meet all requirements in the Tunnel Safety Regulations, and the requirements for electrical lift have changed in accordance with the tunnel service in the year 2000. There are encompassing measures that must be implemented in order for the tunnel to meet the current standard requirements. The blasting work in the main course shall be carried out as night work, and during this period the tunnel will be closed from 18:00 to 06:00. This is a very invasive measure, especially considering local traffic, which in reality does not have enough re-injection alternatives. As mitigating measures, a public transport facility shall therefore be set up between Aurland and Lærdal, in the afternoon/evening. Passenger transport shall go through a closed tunnel with ongoing construction work. The transport shall go on a scheduled route and passengers must book a place on a transport route. Before kvar trip, the construction hire must be contacted in order to clear that it is passable through the tunnel. Drivers must be subject to special training with HSE review before the work starts.

The tender conference will be published 15.04.2026, meet at SVV Leikanger, Askedalen 4, 12.00. Tenderers will, in connection with the conference, be able to meet with the contracting authority for clarifications around the sent materials. Registration for the tender conference will be via kgv. In this competition, climate and environmental requirements in the requirement specifications have replaced climate and environmental inspections as the award criteria. We refer to the tender documentation's note "Justification for replacing climate and environmental considerations in award criteria with climate and environmental requirements for bus transport", dated 13.2.2025, for a closer foundation to use the exemption rod in the procurement regulations § 7-9 (4). The climate and environmental requirements are stated in chapter C point 2.5.

2.2 The organisational and legal standing of the tenderer Qualification requirement: The tenderer shall be a legally established company. The tenderer shall not be a legal entity of the rumble in the sanctions regulations of Ukraine § 8n, nor shall it rely on works contrary to § 8n. Tenderers shall have licences for passenger transport in accordance with the Professional Transport Act §4. Documentation requirement: 1. Certificate from the Register of Business Enterprises or equivalent certificates for statutory registration in the country where the tenderer or the tenderer will jointly determine the tenderer, cf. B2 point 4.2, is established and an equivalent certificate for all works that the tenderer will undertake to be qualified, cf. B2 point 4.1. 2. Completed self-declaration on the relation to debt sanctions legislation. 3. Documentation that the tenderer has a valid licence for passenger transport in accordance with the Professional Transport Act § 4.

2.3 The tenderer ́s technical and professional qualifications. 2.3.1 Relevant experience Qualification requirement: Tenderers shall have sufficient experience from the execution of passenger traffic of a relevant nature and degree of difficulty. Documentation requirement: • A list of up to 3, and a minimum of 1 contract(s) that the tenderer has carried out or is carrying out during the last three years, from the tender deadline. • Description of what the contract was for • Date of the delivery. • A reference person/gender neutral preferred at the contracting authority with contact data (telephone number and email address) and the accompanying company shall state their role at the contracting authority during the contract. The gender neutral preferred can be contacted to verify that the information in the form is correct. The tenderer is responsible for ensuring that the reference person is available.
