REQUIREMENT
4.1.1) Tenderers must have their affairs in order with respect to the payment of tax and VAT.
DOCUMENTATION REQUIREMENT
Tax Certificates not older than six months from the application deadline. Tax certificates are defined as:
For Norwegian tenderers:
- Certificate issued by the Tax Collector or the Norwegian Tax Authority concerning:
o VAT

For foreign tenderers:
- Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order.
- If the authorities in the country do not issue such certificates, the tenderer must submit a declaration which states that all taxes and fees have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

4.3.1) Tenderers must have the required economic and financial capacity to fulfil the contract.
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

A credit assessment from a certified credit rating agency based on the most recent known accounting. The rating must not be older than 3 months.

4.4.1) Tenderers must have relevant experience from similar contracts.
Similar contracts are in this context defined as the tenderer being able to substantiate experience from equivalent services as those described in point 1.3.
It is the tenderer's responsibility to document good experience from similar deliveries in the documentation requirement.
DOCUMENTATION REQUIREMENT
Description of the tenderer's 3 most relevant contracts in Norway in the last 3 years.
The overview must describe:
- The nature of the contract
- Assignment value
- Date
- Contracting authority
- A description of the delivery, including:
o Transport between destinations in Norway
o The volume of and means of transport for the goods
Tenderers must reply by filling in the tables in the document Part I Prequalification Annex 6 The Tenderer's Response to the Selection Criteria.
The response in Part I - Prequalification Annex 6 will be an object for evaluation.
Other information will not be subject to evaluation.
4.4.2) Tenderers must have adequate execution capabilities.
Adequate execution capabilities means sufficient capacity and suitable staff and facilities to carry out the delivery.
A short general description of the company must be given, including:
1) A description of the annual workforce:
- split between the tenderer's main locations in Norway
- the number of employees in management positions in the last 3 years
2) Description of qualifications of drivers and other personnel for carrying out the delivery:
- Number of drivers with and without a certificate of apprenticeship
- Number of drivers with competence/courses in:
o Health, safety and environment
o Transport assignments and documentation
o Energy efficient driving
- Competence of other personnel connected to the deliveries
3) Description of the vehicle fleet with classification that the tenderer will have available to fulfil the contract This also applies to equipment that is offered from sub-suppliers.
The response in Part I Prequalification Annex 6 will be an object for evaluation.
4.4.3) Tenderers must have a well-functioning quality management system.
A concise description of the overall quality assurance system that the tenderer will use for this framework agreement. The description must be maximum 4 A4 pages.
If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
4.4.4) Tenderers must have a well-functioning environment management system.
The environment management system must fulfil the requirements in ISO 14001:2015 or equivalent certification based on relevant European standard series that are certified by accredited bodies.
A description of environmental measures and systems that have been implemented in the organisation. The description must be maximum 4 A4 pages.
If a tenderer is certified in accordance with ISO 14001:2015 or equivalent European standards, it is sufficient to present a copy of a valid certificate.
4.4.5) Tenderers must have a well-functioning quality management system for the working environment.
A description of the quality management system for the working environment that has been implemented in the company. The description must be maximum 4 A4 pages.
If a tenderer is certified in accordance with ISO 45001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
4.4.6) Tenderers must have a good system for ICT security.
A description of the tenderer's measures for ICT security that have been implemented in the company, and the extent of compliance with the measures.
