The main website is norceresearch.no with associated microsites. It was relaunched with a new look in 2022, but in the years ahead there will be a regular need for some adaptations and minor assignments within further development.

Operation and development of project websites

In addition to the main website, the Contracting Authority regularly needs to create separate websites for major research centres, EU projects and other major research projects.

The sites have relatively similar needs, and most will have a similar structure and the same need for functionality. Typically, such a website will have a front page, description of the project, presentation of the partners involved in the project, an overview of work packages/sub-projects, a presentation of the results and short news updates.

The tenderer must develop a solution that enables the Contracting Authority's employees to quickly set up a website on their own. The desired solution contains a set of fixed elements. Meanwhile, it must be possible, in collaboration with the tenderer, to develop elements and functionalities that are customised to the individual website.

The Contracting Authority uses the Government's standard contracts:

SSA-R with annexes

- SSA-D Operating agreement with annexes

- SSA-O Assignment agreement with annexes

The operating agreement regulates the operation of the solution and the website. The assignment agreement is used in the development of the solution and website described in SSA-R Annex 1.

Tenderers must enter their responses to the Contracting Authority's requirements specification in Annex 2 - Tenderer's description. Prices are stated in Annex 4 - Price Form.

The procurement is described in more detail in Annex 1 to the SSA-R Framework Agreement.

The framework agreement is for two (2) years with a unilateral option for the Contracting Authority to extend it for one (1) year + one (1) year.

Beskrivelse av opsjoner:

The Contracting Authority has an option to create specialised websites for various digital services. Includes, but is not limited to, development of the structure, concept and construction of these. The hourly rates in Annex 4 Price Form will then be used as a basis.

Norwegian tenderers must have their tax, employer contributions and VAT payments in order. Documentation requirement: Tax certificate not older than 6 months.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the agreement. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

Teknisk og faglig kapasitet:

Tenderers must have experience from equivalent relevant assignments/contracts. Relevant assignments are considered to be deliveries/services of a similar nature, size and complexity. Documentation requirement: Tenderers must provide a list of the three most important assignments/framework agreements during the past three years, including information on value, date and recipient (name, telephone number and e-mail address). The contracting authority reserves the right to contact the stated reference persons. Certificates issued or verified by the contracting authority can be attached. It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
