Legally established (company registration certificate/e Proof): Tenderers shall be legally established and registered in the relevant company/trade register. The requirement shall be documented through ESPD. Norwegian tenderers can automatically obtain a company registration certificate and tax certificate via eBevis, if eBevis is activated in the competition. Documentation requirements: Yes. The requirement shall be documented through ESPD (self-declaration).

Economic and financial capacity: Tenderers must have sufficient economic and financial capacity to carry out the delivery. The requirement shall be documented through ESPD (annual accounts/turnover in the last 2 years and relevant key figures). Norwegian tenderers can supplement financial information via eBevis, if eBeVis is enabled. The contracting authority can request complete documentation in the competition if needed. Documentation requirements: Yes. The requirement shall be documented through ESPD (self-declaration).

Technical capacity and available filling stations.: Tenderers shall have sufficient technical capacity and access to relevant installations/filling stations in order to deliver in accordance with the requirements in the competition. The tenderer shall have certified tanks/pumps, ensure access to filling for a quarter of time, and that the volume of the waste shall be registered by certified amounts meters. Tenderers shall be able to offer a scheme for cards/chips (or equivalent) and consumption reports per linen linen. Tenderers can benefit from joint venture partners/sub-suppliers for facilities/filling stations, but are responsible for desse fulfilling the requirements in the competition. For Sub-contract 1 (SIMAS IKS) Obligatory diesel, duty free diesel and AdBlue shall be available to supplier their tank facility on the festingdalen-sogndal stretch. Duty free diesel and AdBlue shall be delivered to procure their tanks at the main facility in Festingdalen. Documentation requirements: Yes. The requirement shall be documented through ESPD and by the tenderer stating: (1) address/location for relevant tank installations/filling station(s) for this sub-contract, (2) confirming that the facility has certified tankar/pumps and certified quantity measurement, and (3) a description of the scheme for cards/chips and reporting. If a collaborating partner/sub-supplier becomes useful, this shall be stated and it shall be confirmed that the requirements are met.

Dear all, Reference is made to the completed procurement process regarding the framework agreement for the supply of fuel (diesel and AdBlue). After the submission deadline, the contracting authority has identified a deficiency in the procurement documents related to the pricing schedule. The reference for the base price (reference week) was not specified in the pricing schedule. As a result, the tenderers have based their pricing on different assumptions, meaning that the tenders are not directly comparable. Since the price evaluation according to the procurement documents is based on the price in the reference week, the contracting authority considers that this deficiency affects the basis for evaluating the tenders and makes it impossible to carry out a proper and verifiable evaluation in accordance with the applicable regulations. On this basis, the competition is hereby cancelled. The contracting authority intends to publish a new competition with a corrected pricing structure.
