The Norwegian Police Shared Services shall enter into a framework agreement for the supply of crockery, kitchen equipment and kitchenware for the canteen operation.
The agreement covers services that are relevant for all parts of the Norwegian Police Service. The Norwegian Police Service is in this context as the Directorate of Police and it's underlying districts, special agencies and subsidiary units.
The agreement shall also include the Norwegian Parliament (Stortinget).

Norwegian tenderers shall present a 'TAX and VAT certificate'. The tax certificate can be ordered from Altinn, and it must not be older than 6 months calculated from the deadline for submitting a request for participation in the competition or a tender.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
Tenderers must have experience from comparable assignments.
Documentation requirement:
Description of up to three of the tenderer’s most relevant/comparable assignments in the last three years. Completed Annex C List of references
It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

The tenderer shall present a declaration of commitment for any enterprises on which the tenderer relies on. C.f. 'Regler for konkurransen' (the Contest rules).
The tenderer shall ensure that it and/or its subcontractors are not covered by the Regulation on Restrictive Measures concerning actions that undermine or threaten the territorial integrity, sovereignty, independence and stability of Ukraine of 15 August 2014 No. 1076 § 8n first paragraph.

Tenderers must have a good and well-functioning quality assurance and management system for the provided services
Documentation requirement:
Tenderers must submit documentation of the quality assurance system and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or
A description that, as a minimum, covers the company´s procedures/routines for:
- Dealing with deviations and claims
- Approval of sub-suppliers
- The process from the receipt and registration of orders until delivery at the customer.
Tenderers must have an established environmental management system.
Tenderers must submit documentation of their environmental management system. The following documentation will be accepted:
• Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent systems), or
• A description of the tenderer´s own environmental management system. The description must describe the routines and measures in the company that reduce the impact on the climate and environment.
