GRID-Arendal, together with University of Leeds (UoL) is carrying out a project which aims to quantify the contribution of IRS to plastic pollution prevention. Our aim is to develop and road-test a methodology to gather data on IRS productivity which is both scientifically defensible and repeatable in diverse global contexts. The Consultant will use its expert knowledge of IRS activities and materials markets to assist UoL and GRID-Arendal with planning the implementation of the methodological road-test in Nepal as well as providing the resources and expertise to carry out the sampling.

Tasks and deliverables
1.     Scoping phase
The Consultant will assist with the selection of geographical area and prepare and carry out a scoping phase which aims to identify the stakeholders whose interests intersect with informal recycling sector activities.
2.     A participatory engagement workshop
The Consultant will prepare and carry out a participatory engagement workshop of about 15-20 participants. The aim of the one-day workshop is to build trust, envisage any sensitivities between groups or individuals and obtain buy-in from everyone involved and to ensure inclusivity of all relevant stakeholders. A core objective of the workshop is that the participants should be empowered to assume ownership of the data which they assist with providing.

The Consultant will engage with all relevant stakeholders from the informal waste sector individually prior to planning and implementing the workshop to understand the landscape of actors, and their scope of work. The participatory engagement workshop workshop will be implemented in partnership with GRID-Arendal and UoL.

3.     Sampling preparation
The Consultant will participate in development of the sampling plan alongside UoL who will lead this task, based on the information obtained in the workshop, existing knowledge and from the scoping phase. The Consultant will contribute to development of the questionnaires to stakeholder groups and use their local knowledge to help select suitable sites for interviews and surveys. The sample subjects are likely to include waste pickers who operate under different modalities. For example, those who: work on dumpsites; in the streets; at transfer stations; in cooperatives or associations; use bicycles, rickshaws, or vehicles to collect materials; are waste buyers (junkshops); or exporters.

4.     Sampling
The Consultant will carry out all sampling activities based on the sampling plan co-created with but led by UoL. Until the site has been selected and the sampling plan developed, it is not possible to say how many interviews and surveys will be undertaken.

The Proposal
We are inviting Proposals to deliver the methodology as outlined in this from consultants which should include the following:
·       A suggested geographical area along with details of how it meets our site selection criteria.
·       Details of the approach to delivering the tasks in the context of the site chosen, including the time taken to carry out each of the tasks, proposed (indicative) sample sizes, estimated times for individual sample collection, suggested sampling locations, and an indication of which stakeholders might be contacted for participatory research and in-depth interviews.
