Regulations on emission requirements for public procurement of vehicles for road transport (FOR-2022-12-20-2384) § 2 exempt such vehicles from the regulations. In addition, the Procurement Act § 5 b opens a third paragraph that the obligation to set climate and environmental requirements does not apply "if the procurement is of its nature has an immaterial climate footprint and an environmental impact". For turn-out vehicles, the environmental impact must be assessed based on the vehicle ́s particular area of use. The vehicles are always required to deliver full performance in extreme operating conditions, regardless of temperature, load and available infrastructure. There are currently no zero emission alternatives that fulfil all the technical and operative requirements. Emphasising climate and environmental considerations with a minimum of 30% as the award criterion will therefore not have a real effect on climate and the environment, and can, in the worst case, weaken society's preparedness, cf. § 5 b third paragraph, first period. Based on this, the environmental requirements in accordance with the Public Procurement Act § 5 b, are assessed as not applicable for this procurement, cf. § 5b third paragraph.

Tenders shall be priced for a CAFS facility, type and location.
The CAFS plant shall occupy as little space as possible in the cupboard rooms. The compressor and foam pump shall not take up space in the cupboard room.
A tender (option) shall be priced for a fully fledged integrated cutter with a tank for abrasive fixed in the vehicle. The cutting lids shall have a hose length of minimum 80 metres and a work pressure of minimum 280bar in the lance. The cutting lids shall be offered as a multi-tool with the accompanying adaptors for extinguishing with normal pressure, extinguishing against the battery pack in electric vehicles and the possibility to add foam fluid directly to the lance.
Training in technical and tactical use shall be offered from the manufacturer of the cutting extinguisher. This applies to both training of crews and managers.
A service contract shall be offered for the chassis for 1-3 years.
Service contract for additions:
An annual service and maintenance plan shall be offered for additions with multi-year intervals, including inspections and maintenance of fire pumps.
Documentation requirement:
Inspection and maintenance of fire pumps.
The completed maintenance report with a improvement plan.
A diagnostic tool shall be offered for troubleshooting.

Options: Description of the options: Tenders shall be priced for a CAFS facility, type and location. The CAFS plant shall occupy as little space as possible in the cupboard rooms. The compressor and foam pump shall not take up space in the cupboard room. A tender (option) shall be priced for a fully fledged integrated cutter with a tank for abrasive fixed in the vehicle. The cutting lids shall have a hose length of minimum 80 metres and a work pressure of minimum 280bar in the lance. The cutting lids shall be offered as a multi-tool with the accompanying adaptors for extinguishing with normal pressure, extinguishing against the battery pack in electric vehicles and the possibility to add foam fluid directly to the lance. Training in technical and tactical use shall be offered from the manufacturer of the cutting extinguisher. This applies to both training of crews and managers. A service contract shall be offered for the chassis for 1-3 years. Service contract for additions: An annual service and maintenance plan shall be offered for additions with multi-year intervals, including inspections and maintenance of fire pumps. Documentation requirement: Inspection and maintenance of fire pumps. The completed maintenance report with a improvement plan. A diagnostic tool shall be offered for troubleshooting.

Environmental management measures: Description of selection criterion: Tenderers are required to have implemented environmental management measures that ensure that the tenderer is suitable to fulfil the contract ́s environmental provisions (see contract point 11).
