Contract for accommodation capacity for asylum seekers prior to registration with the police - Vest

As a result of increased asylum arrivals following the outbreak of the war in Ukraine, arrangements have been established so that asylum seekers who are covered by collective protection can be registered with the police in several places in the country. The Norwegian Directorate of Immigration (UDI) and the Norwegian Police have established accomodation systems near the Norwegian Police's registration points. The asylum seekers must stay in the accommodation from the time they report to the police/accommodation for registration, until they are registered and ready for relocation to new accommodation.
The contract shall include 120 places no longer than 25 kilometers drive from the Western Police District's registration point for asylum seekers at Flesland in Bergen municipality, which currently has the address Lønningsvegen 20, 5258 Blomsterdalen.
The contract period shall be in operation on the agreed start-up time and is valid until 31.12.2023. Option for extending the contract for 3+3+3 months for the Norwegian Directorate of Immigration (UDI).

This is a contract between the Norwegian Directorate of Immigration (UDI) and the Supplier for the purchase of accommodation places (board and lodging). The estimated value is not binding for the Provider. The Norwegian Directorate of Immigration (UDI) shall be able to use the accommodation places at any time.

The contracts include:
- Accommodation
- Minimum four meals a day.
- Access to meeting rooms or other common areas adapted to leisure activities for children, and as needed by partners (e.g. voluntariness, police and health service).
- Accommodation for pets (including access to feed).
The procurement will be made in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. Section I and Section IV.
The contract is carried out as a tender contest with negotiation. However, the contracting authority reserves the right to award the contract without conducting negotiations.
