The pipeline installation starts with drilling rock from the west side of Osloveien south of Stavne to Høvringen sewage tunnel. Under osloveien, a sewage pipeline is laid through a completed freighter and dug a ditch to the east between the properties in Sivert Dahlens veg. Pipelines that controlled drilling will be executed under the River Nidelva to Valøya. Over Valøya and up to Valøyslyngen, pipelines are to be dug in a ditch. Pipelines in valøyslyngen shall be executed in an increased dimension, which together with the existing volume in the existing sewage pipeline upstream OP04 (new overflow) functions as flushing magnet for the diving line. The flushing magazine shall be emptied via a flush manhole and the facility shall be adapted for the supply of water from the municipality ́s water pipelines. A new water and sewage system shall also be constructed from OP04 (a new overflow) to the junction of Alfred Larsens gate and Valøyslyngen. The procurement consists of the following main routes for water and sewage: Route 1: The contractor shall establish sheet piling pits for rock drilling and the introduction of a PE sewage pipeline from the west side of Oslovegen and into the existing sewage tunnel in the Høvring tunnel. The contractor will be responsible for engineering design of sheet box with dimension adapted to the offered drilling rig. The sewage pipeline is already executed through Oslovegen, an already executed steel pipe. From the east side of Oslovegen, a pipeline in a dug ditch is laid down to an animal comb east of Sivert Dahlens veg. The crossing of the River Nidelva shall be executed with controlled drilling and drawing of PE pipeline. Over Valøya and up to valøyslyngen, routes are to be carried out that dug ditch. The routes in the Valøy cluster are to be laid as a concrete pipeline that shall function as a flushing magazine and connect to the existing pipeline by the existing APS. In parts of the route, the existing Water and Sewage system must be relaid, and in parts of the route high voltage cables shall be laid parallel to the Water and Sewage system. Route 2: The existing water and sewage shall be separated from the junction between Alfred Larsens gate and Valøyslyngen to the existing water and sewage at OP04, and a new water pipeline will be laid and entered in OP04. In OP04, water for sewage shall be provided. The existing residences on route 2 will be connected by new service pipes. Route 3: New pipelines will be connected to the new APS04, laid north and cross the Nardobekken. The existing erosion protection will be re-established. Pipeline from the emergency overflow from the existing ASP will be placed in the route and connected to the existing surface water manhole (377907). Route 3 is to be established, as existing pipelines in route 3 have swans below or north of Nardobekken.Prior to start-up route 3 shall be excavated and checked on the condition of the existing sewage pipeline, this shall be carried out by another contractor. If the existing pipeline does not have swan, the length of route 3 can be shortened, possibly the entire route 3 can go out. The crossing of Nardobekken shall, if possible, be avoided. Route 4:South of the new APS04, a new wastewater pipeline will be laid from the existing wastewater foam until the new APS04. From the connection point for the existing service pipes from Valøyslyngen 9, waste and surface water pipeline is to be laid up to manholes at the new APS04. Parallel to the Water and Sewage, conduits for low voltage and signal cables are laid between sewage manhole AF2/AF3 and the new APS04. Route 5: The existing water and sewage west of the existing APS will be connected to the new APS04. Route 6: The existing outlet in the manhole established in Fossumdalen stage 4 is plugged and prepared for connection of route 6. A new concrete pipeline will be laid approx. 6 metres to the north west and connected by a cast-on-site connection to the existing concrete pipeline. The path gives intervention to existing erosion protection for Nardobekken, erosion protection is re-established. Route 7: From the junction of Alfred Larsens gate/Valøyslyngen to the existing water pipeline in Holtermannsveien, the existing water pipeline shall be replaced. The existing water manhole in Tempeveien will be kept. Adjoining private residences will be connected to new service pipes that are laid from manholes. New water manhole is to be set on the pavement at Holtermanns road. The existing noise reduction screen at Holtermanns road shall be removed in the ditch zone, a new noise reduction screen equivalent to the existing system shall be constructed. High voltage cables are to be laid parallel to W&S. The existing water pipeline that crosses Holtermann's road shall be renovated with a hose. For all ditch races, surfaces shall be re-established. Transformers shall establish foundations for setting down transformers, terrain around the transformer shall be established in accordance with the landscape plan. AP04:"Fossumdalen stage 5-6 – Sewage pump station" is a turnkey contract that will be transported to the general contractor for "Fossumdalen stage 5-6, Ledningstrasé". The general contractor shall establish sheet pits including excavation and water handling, foundation for a crane for setting down the new APS04, and a concrete slab in sheet as the foundation for APS04. The manhole group at the inlet to APS04, and the connection of the Water and Sewage and terrain work around APS04 shall be carried out by the contractor for "Fossumdalen stage 5-6, Ledningstrasé". Contractor for "Fossumdalen stage 5-6, Ledningstrasé" will be responsible for coordination with the turnkey contractor, The general contractor shall carry out connection, excavation work, sheet piling work, water handling, for a new sewage pump station. The Gereral Contractor shall detail design the sheet group.

The procurement consists of the following main routes for water and sewage: Route 1: The contractor shall establish sheet piling pits for rock drilling and the introduction of a PE sewage pipeline from the west side of Oslovegen and into the existing sewage tunnel in the Høvring tunnel. The contractor will be responsible for engineering design of sheet box with dimension adapted to the offered drilling rig. The sewage pipeline is already executed through Oslovegen, an already executed steel pipe. From the east side of Oslovegen, a pipeline in a dug ditch is laid down to an animal comb east of Sivert Dahlens veg. The crossing of the River Nidelva shall be executed with controlled drilling and drawing of PE pipeline. Over Valøya and up to valøyslyngen, routes are to be carried out that dug ditch. The routes in the Valøy cluster are to be laid as a concrete pipeline that shall function as a flushing magazine and connect to the existing pipeline by the existing APS. In parts of the route, the existing Water and Sewage system must be relaid, and in parts of the route high voltage cables shall be laid parallel to the Water and Sewage system. Route 2: The existing water and sewage shall be separated from the junction between Alfred Larsens gate and Valøyslyngen to the existing water and sewage at OP04, and a new water pipeline will be laid and entered in OP04. In OP04, water for sewage shall be provided. The existing residences on route 2 will be connected by new service pipes. Route 3: New pipelines will be connected to the new APS04, laid north and cross the Nardobekken. The existing erosion protection will be re-established. Pipeline from the emergency overflow from the existing ASP will be placed in the route and connected to the existing surface water manhole (377907). Route 3 is to be established, as existing pipelines in route 3 have swans below or north of Nardobekken.Prior to start-up route 3 shall be excavated and checked the condition of the existing sewage pipeline, this shall be carried out by another contractor. If the existing pipeline does not have swan, the length of route 3 can be shortened, possibly the entire route 3 can go out. The crossing of Nardobekken shall, if possible, be avoided. Route 4:South of the new APS04, a new wastewater pipeline will be laid from the existing wastewater foam until the new APS04. From the connection point for the existing service pipes from Valøyslyngen 9, waste and surface water pipeline is to be laid up to manholes at the new APS04. Parallel to the Water and Sewage, conduits for low voltage and signal cables are laid between sewage manhole AF2/AF3 and the new APS04. Route 5: The existing water and sewage west of the existing APS will be connected to the new APS04. Route 6: The existing outlet in the manhole established in Fossumdalen stage 4 is plugged and prepared for connection of route 6. A new concrete pipeline will be laid approx. 6 metres to the north west and connected by a cast-on-site connection to the existing concrete pipeline. The path gives intervention to existing erosion protection for Nardobekken, erosion protection is re-established. Route 7: From the junction of Alfred Larsens gate/Valøyslyngen to the existing water pipeline in Holtermannsveien, the existing water pipeline shall be replaced. The existing water manhole in Tempeveien will be kept. Adjoining private residences will be connected to new service pipes that are laid from manholes. New water manhole is to be set on the pavement at Holtermanns road. The existing noise reduction screen at Holtermanns road shall be removed in the ditch zone, a new noise reduction screen equivalent to the existing system shall be constructed. High voltage cables are to be laid parallel to W&S. The existing water pipeline that crosses Holtermann's road shall be renovated with a hose. For all ditch races, surfaces shall be re-established. Transformers shall establish foundations for setting down transformers, terrain around the transformer shall be established in accordance with the landscape plan. AP04:"Fossumdalen stage 5-6 – Sewage pump station" is a turnkey contract that will be transported to the general contractor for "Fossumdalen stage 5-6, Ledningstrasé". The general contractor shall establish sheet pits including excavation and water handling, foundation for a crane for setting down the new APS04, and a concrete slab in sheet as the foundation for APS04. The manhole group at the inlet to APS04, and the connection of the Water and Sewage and terrain work around APS04 shall be carried out by the contractor for "Fossumdalen stage 5-6, Ledningstrasé". Contractor for "Fossumdalen stage 5-6, Ledningstrasé" will be responsible for coordination with the turnkey contractor, The general contractor shall carry out connection, excavation work, sheet piling work, water handling, for a new sewage pump station. The Gereral Contractor shall detail design the sheet group.

Trondheim municipality c/o The Municipal Engineering Department reports that the competition for "Fossumdalen stage 5-6, Ledningstrasé" is cancelled pursuant to the Utilities Regulations § 21-4 as a result of a lack of competition.
At the expiry of the tender deadline, the contracting authority received only one tender. No qualified tenders remain after the only received tender in the competition was rejected. A lack of competition is a justifiable reason for cancellation.
The contracting authority will revise the tender documentation in order to assess the necessary changes before the competition is re-announced.
