Trondheim municipality has already mapped approx. 690 km of road/pedestrian and cycle paths and is familiar with the condition of these roads. Three years have been spent mapping the road network and the contracting authority would like to continue with this cycle time. There is a need for a system that can utilise existing data to build on the mapping of the road network. This is to ensure that the contracting authority does not lose this valuable data on the roads.

The system must provide an overview of the road network at all times as regards accumulated remaining service life and condition degree, via an automatic breakdown calculation of asphalt covers. Tenderers must prepare a condition register of the municipal road network. The system will calculate the resurfacing, drains, sand trap manholes, and kerbstone work lag.

At the start of the contract, the tenderer must work out and calculate optimum maintenance of the asphalt covers of the respective roads, including formulating priorities and overviews of measures. In addition the tenderer must implement necessary road data in Trondheim Municipality's transport network and synchronise via API.

The service includes:

- Tenderers must document that they have a maintenance planning system available that will be operative for this assignment.

- The maintenance planning system must be in Norwegian.

- Annual operation and maintenance of the database. Including an ongoing register check, selection of roads for surveying and registering the condition in accordance with the traditional types of damage to municipal road networks.

- Calculation of optimum maintenance with a report and consequence analysis.

- Give a calculation of breakdown, as well as the calculated degree of damage that gives us the

correct time to replace objects (wearing course, drains/sand trap manholes and kerbstones, before it affects the superstructure).

- What measures ought to be prioritised within different economic limits based on cost-benefit figures.

- The new programme/system must be able to implement existing data and make use of this data and damage development in further calculations.

- Synchronise the data basis from the company system to Trondheim Municipality's transport network via API.

The contract duration is 3 years. The contracting authority will also have a unilateral option to extend the contract for a further 3 + 3 years on the same terms. The contracting authority can also extend the contract for a period that is shorter than 3 years.
