COMPETITIVE DIALOGUE FOR THE PROCUREMENT OF HIGH SPEED NETWORK IN AGDER

The contracting authority for the contest is Agder County and 13 municipalities in the Agder region. The contracting authority is represented by Agder County in this contest.
The municipalities in Agder have spent many years working on developing a future orientated and robust broadband. Most of the work has been channelised through the project Det Digitale Agder [The Digital Agder]. As a result of the contract from 2007 on 'right of digital public access', there has been a large development of infrastructure. This was a temporary contract, and there were low requirements for speed, when seen in relation to current expectations.
Agder County is administering the scheme with public support for broadband development, and has, together with several municipalities, prepared a proposal for development projects that qualify for the government support scheme.

Kort beskrivelse:
The procurement will be made in accordance with the Public Procurement Act from 17 June 2016 no. 73 (PPA) and the Public Procurement Regulations of 12 August 2016 no. 974 (PPR) parts I and III.
The procurement will be made as a competitive dialogue. We reserve the right to gradually reduce the number of systems that are operated. This notice covers 42 projects. There can be a reduction of the project portfolio after prequalification due to financial capacity.

Project description
Many project proposals have been received. The project portfolio can be somewhat reduced due to financial capacity.
Documentation Requirement
We would like the following feedback in annex 'DDA 2023 - provisional project portfolio' for an assessment of the final project portfolio.
1. What projects you see as relevant for participation.
2. Give a non-binding template estimate for the subsidy needed for the project in question.
Company registration certificate
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate, not older than one month at the application deadline.
Foreign companies: Documentation showing that the company is registered in a trade register or company register.
ESPD
Tenderers must fill in the ESPD in the tender management tool light, as provisional documentation of fulfilment of the selection requirements and that there are no reasons for rejection and that any selection criteria are fulfilled.
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order.
Documentation requirement:
Companies liable for tax and duties in Norway: Tax and VAT certificate, not older than six months, calculated from the deadline for application for pre-qualification.
Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.
Requirement concerning the tenderer’s economic and financial capacity.
Tenderers must have sufficient financial capacity to fulfil the contractual obligations. The contracting authority will obtain a credit rating of tenderers itself. The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Requirements concerning the tenderer’s technical and professional qualifications.
Tenderers must have relevant experience from deliveries of a corresponding nature. Tenderers must have experience from a minimum of three projects in the last three years, involving systems for high-speed internet projects for the private market.
Documentation requirement:
An overview of previous assignments with the name of the development area and a short description of the delivered system.
If a tenderer has carried out projects for DDA in the last 3 years, they do not need to reply to this point.
