The framework agreement is for the renovation of water pipelines and manholes when blocking out. Controlled drilling, pilot pipe drilling and hose renovation are not included in the framework agreement. The aim of the framework agreement is to cover the need for renovation of water pipelines, where blocking out can be used as a method, as well as renovation of manholes and re-connection of private service pipes. In addition to blocking out, there will be a limited need for renovation by using traditional trench excavation in cases where blocking out cannot be carried out. The contracting authority is planning for two call-offs per annum, with each call-off consisting of packing several measures. The contracting authority plans to renovate approx. 3,000 metres per annum and increase the number of metres during the contract period. The actual extent will vary, however, and the contracting authority is not obligated to the above mentioned estimate. In addition to planned measures, urgent orders may occur. The framework agreement ́s estimated financial framework, including an option for an extension, is NOK 415,000,000,-, while the maximum limit is NOK 600,000,000,-. This is based on a calculation of the estimated price of 3,000 metres per annum, which can be increased to 4,000 metres per annum. The framework agreement period is 2 + 1 + 1 + 1 + 1 years.

As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex. Minimum qualification requirements Minimum requirement: Tenderers shall be legally registered in a company register or a commerce register in the country where the tenderer is established. Documentation requirement: Norwegian companies shall have a Company Registration Certificate. Foreign companies shall have registration certificates in professional registers as determined by legislation in the country where the tenderer is established.

Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract. As a minimum the annual turnover of NOK 50 million is required in the last two fiscal years, and the tenderer must as a minimum be credit worthy. Documentation: Annual Financial Statements including notes with the Board's and auditor's reports for the last two years (2025 and 2024). Credit evaluation/rating, not older than 3 months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. If the tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial capacity by presenting other documentation.

Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration. Minimum qualification requirements Tenderers must have relevant experience from work included in this framework agreement. This means: 1) Experience with blocking out water pipelines in dimensions with a minimum of 200mm, 2) Experience with blocking out where new pipes that were pulled in have been: PE and ducttilt cast iron and 3) Experience from a minimum of a project with a minimum of NOK 20 million excluding VAT in the contract value for a public contracting authority, where the W&S is included in the assignment. The assignments must be completed and taken over by the builder during the last five years. Documentation: Tenderers must describe up to five projects from the last five years and the description shall include: Name of the project and the function (main contractor or sub-contractor), contracting authority, including contact information for the reference person, Date and duration, Contract value for the assignment and Description of what the contractual works were about and which documents fulfilment of the qualification requirements. It must explicitly be what materials (PE/ducttilt) and dimensions (etc.) were used in blocking-out assignments. It is the tenderer ́s responsibility to document the project ́s relevance to the qualification requirement. A total assessment will be made of the projects for fulfilment of the qualification requirement. The contracting authority reserves the right to contact the gender neutral preferred for verification of the information. NB! If a tenderer will use sub-contractors to fulfil the qualification requirement, see Part I point 4.3.1.

Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements Tenderers shall have a well-functioning and documented quality assurance system/management system adapted to the contract and the content of the contract. The system shall ensure that works within water, sewage, roads, sanitation and urban areas are carried out in accordance with applicable standards, tolerance requirements (NS 3420) and public law requirements. Documented by: As documentation that the requirement is fulfilled, the tenderer shall present one of the following alternatives: 1. Valid ISO 9001 certification (or newer edition) issued by an accredited certification body. 2. If the tenderer does not have a formal ISO certification, the tenderer must prove that this is due to objective reasons outside the tenderer's control. Tenderers must, in such cases, present an independent, written verification or gap analysis carried out by a certified auditor or an accredited body. This verification must explicitly confirm that the tenderer's unique management system and actual routines in detail fulfil the requirements of the ISO 9001 standard. General confirmation of membership in trade organisations, or unverified self-declarations and system pages, will not be accepted as equivalent documentation.

Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards? Minimum qualification requirements Tenderers shall have procedures to carry out assignments under the framework agreement in an environmentally responsible manner. Documentation requirement: Tenderers shall present a certificate issued by an independent body as documentation that the tenderer fulfils certain environmental management systems or standards, for example Eco-Lighthouse or ISO 14001. Examples of the EU Scheme for Environmental Management and Environmental Audit (EMAS), other recognised environmental management systems in the Regulation (EF) no. 1221/2009 article 45 or other environmental management standards are based on relevant European or international standards from accredited bodies. The contracting authority will accept equivalent certificates issued by bodies in other EEA countries. The contracting authority will accept other documentation for equivalent environmental management measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.
