The services that are to be provided include, amongst other things, communication services in printed and digital/social media, consultancy and knowledge on efficient use of different media/platforms (including new media/platforms), graphical design, campaigns on different platforms, film and video production, and photos.
The estimated value of the framework agreement is NOK 13.1 million. The maximum contract value is NOK 29.6 million.

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian companies: Company registration certificate

Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations. Economic and financial capacity means that the tenderer fulfils the following requirement of financial key figures:

A credit rating equal to or better than score B, measured against the AAA Soliditet's scale, or an equivalent score from another reputable rating company.

The contracting authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner: Credit assessment.

If a tenderer has valid reasons for not being able to present the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable, cf. the Public Procurement Regulations, Section 16--4, including, for example, a parent company guarantee, bank guarantee, etc.

Teknisk og faglig kapasitet:

A tenderer can rely on the experience of other companies to fulfil the qualification requirements. This applies regardless of the legal connection between the tenderer and the company/companies. If a tenderer would like to rely on the support of other companies to fulfil the qualification requirements, an ESPD declaration must be submitted electronically for both the tenderer and the company/companies that the tenderer will rely on.

Tenderers must document that they have the necessary resources at their disposal by submitting a declaration of commitment from these companies.

Qualification requirement: If a tenderer relies on the capacity of other companies to fulfil the economic and financial capacity requirements, the contracting authority requires that the companies are jointly and severally liable for the execution of the contract. This is to be documented by attaching a joint and several declaration.

If a tenderer relies on the capacity of other companies to fulfil the educational and professional requirements, or the requirements for relevant education, the companies provide must the services or building and construction work that requires such qualifications.
