Harstad Havn KF

Background Harstad Port shall enter into a new contract for the collection and treatment of ship waste/sanitation at the municipality ́s quays, as the existing agreement expires. The procurement is being carried out to ensure robust, efficient and environmentally responsible handling of waste from ships, in accordance with the current rules and Harstad port ́s operational needs. The delivery must function in connection with varying quay design and operational conditions, and it also includes activity in areas with special safety requirements (ISPS). Description of the assignment The procurement includes the receipt, collection, transport and treatment of ship waste from various municipal quays in Harstad. The assignment shall cover both scheduled, planned collections and needs based orders/stand-by orders in order to handle variations in calls and waste. The delivery shall include relevant waste fractions from ships, including mixed waste, residue waste and source sorted fractions, food waste, oily waste and waste oil from engine rooms, as well as septic/black water and grey water. The assignment includes accompanying documentation and reports related to reception and treatment, with traceability per fraction and the basis for the municipality ́s environmental reporting. Beskrivelse av anskaffelsen:
Description of the sub-contract Dry waste includes all other waste fractions than that included in wet waste, both hazardous and harmless waste. This includes, among other things, typical waste that is delivered in containers, but also, among other things, paint, food waste and oil filters. Reception is based on orders from ships or agents to Harstad Port. The ships that call in normally shall send in orders at least 24 hours before port of call. Orders can come under 24 hours if unplanned calls to Harstad Havn's quays are taken up. If the registration form describes a delivery of more than 1 m3 (cubic), the contracting authority orders service with the tenderer based on the registration form.

Beskrivelse av anskaffelsen:
Description of the sub-contract Wet waste includes liquid hazardous waste from tanks on board ships. I.e. all services where there will be a need for sludge suction. These include, for example, sludge/sewage, waste oil and process water. Smaller amounts of wet waste from containers and barrels can also occur, so tenderers must consider whether it will be relevant to use other vehicles for collection. Reception is based on orders from ships or agents to Harstad Port. The ships that call in normally shall send in orders at least 24 hours before port of call. Orders can come under 24 hours if unplanned calls to Harstad Havn's quays are taken up. The tenderer will assess which equipment is needed in relation to the stated waste type and the amount from the order. The tenderer handles documentation of hazardous waste in relation to the relevant authorities. The service will be delivered directly to the quay to the ship, unless otherwise specified.
