Co-location for the operation of Statistics Norway's statistics production

Statistics Norway (SSB), Kongsvinger branch, will move into new office premises in the first half of 2025 and will no longer operate its own computer room. This tender will provide us with a co-location agreement for existing equipment we currently operate in our own server rooms. An absolute requirement for co-location is that it can be a maximum of 3 hours away from Jernbaneplassen in Kongsvinger, calculated using a car in Google Maps.
SSB endeavours to be out of the current server room by the end of 2024 at the latest. The current in-house data centre is to be phased out by 1 January 2025.

We currently have two separate server rooms, which are redundant to each other, located in different fire zones in their own building.
We have no requirement for geo-redundancy for the new data centre, but it is preferable that redundant and duplicated equipment at the new location can be placed in such a way that 50% of the equipment can be maintained in the event of an incident, such as fire, water damage, etc.

We require Tier 3 or better for the data centre.
Under this agreement, we would also like quotes for assistance in connection with the planning and implementation of the relocation process. Although we initially envisage moving as-is, we recognise that it will be necessary to invest in new equipment to be placed at the new location if this is conducive to facilitating the move, or that we will need to renew some equipment anyway. The purchase of such equipment is covered by SSB's existing purchase agreements.

Egnethet til å utøve yrkesvirksomheten:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports and the auditor's reports.

Description of up to 5 of the most relevant contracts that the tenderer has had in the last 3 years. SSB cannot be included amongst the contracting authorities given as a reference. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description.
