Ålesund Municipality would like to enter into a contract with a tenderer that will carry out annual expert inspections and maintenance of cranes, lifting equipment, and fall protection equipment in all entities in the municipality, including municipal companies. In addition the contract covers the procurement of necessary equipment/materials for maintenance work, including replacing parts, etc.

There are an estimated 228 cranes and lifting equipment, and 101 fall protection equipment in Ålesund Municipality. Cranes, lifting equipment, and fall protection equipment is installed by water and sewage installations across the entire municipality (treatment plants, water treatment plants, water and sewage pump stations, and elevated basins). Most of the fall protection equipment however is found at Ålesund Sentrallager, Åse Treatment Plant, and Ålesund Water Treatment Plant.

QUALIFICATION REQUIREMENT: Tenderers must have their tax, employer contribution and VAT payments in order. DOCUMENTATION REQUIREMENT: Tax Certificate, not older than six months calculated from the tender deadline. A tax certificate is defined as:

For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collector's Office via Altinn.

Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country showing that they have their tax and duties payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.

QUALIFICATION REQUIREMENT: Tenderers must be a legally established company. DOCUMENTATION REQUIREMENT: Norwegian tenderers: Company registration certificate. The contracting authority will obtain a Company Registration Certificate from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit a such a certificate. Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

QUALIFICATION REQUIREMENT: Tenderers must have sufficient financial strength to fulfil the contract. DOCUMENTATION REQUIREMENT: The tenderer's annual accounts including notes with the board´s and auditor´s reports for 2021 and 2022.

The contracting authority reserves the right to obtain a credit appraisal from Experian. Financial strength will be evaluated in relation to turnover, operating margin, solidity and liquidity.

Tenderers must have experience from relevant and comparable deliveries, a documented quality management system, and a documented HSE system.

… experience from relevant and comparable deliveries. Relevant and comparable deliveries means the certification, possibly re-certification of cranes, lifting equipment, and fall protection equipment. The references must, in total, show relevant experience from the three mentioned equipment categories. DOCUMENTATION REQUIREMENT: An overview of up to 3 relevant deliveries that the tenderer has carried out in the last 3 years. The overview of deliveries must, as a minimum include the following: Name of the contracting authority, period of execution, scope of the delivery in monetary amount and/or hours, and a description of the assignment. Fill in annex 3 Reference Descriptions as documentation.

… a documented quality management system. DOCUMENTATION REQUIREMENT: A short description of the tenderer's quality management system that shows that the tenderer has implemented it. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certificate, it is sufficient to attach a copy of the valid certificate.

… a documented HSE system. DOCUMENTATION REQUIREMENT: Tenderers must submit the table of contents for their HSE system, and this and any detailed description of the system must satisfy the requirements in the Internal Control Regulations.
