The consultant(s) is expected provide expertise in the following areas relevant to plastic pollution that are identified in the project:
1. Governance aspects: This area could include, but is not limited to, different concepts and approaches of voluntary and mandatory economic policy instruments (e.g. Extended Producer Responsibility (EPR), levy, plastic product reuse/return models, etc.) as well as approaches to measure the effectiveness of different instruments and regulations; sustainable financing; policies and regional cooperation framework relevant to plastic trade and custom control; coordination mechanism among relevant national ministries and businesses as well as between national and local governments; approaches on implementation/operationalization of legal frameworks and policies; scaling up of initiatives conducted by the private sector; reporting systems on national progress to address plastic pollution; standardization of design criteria of plastic products; stakeholder mapping and engagement across the plastic lifecycle, including youth, community and informal sector engagement among others.

Socio-economic aspects: This area could include approaches of socio-economic assessment (incl. evaluation of cost of action and inaction, social impacts relevant to plastic pollution, etc.); mechanisms to ensure an inclusive and just transition of the informal sector; options for legal recognition and support to the informal sector, including waste pickers, and their social security; options for integration of the informal waste sector into the plastics value chain, and mechanisms to ensure gender equality across the plastic life cycle.
3. The consultant(s) will be guided by GRID-Arendal’s capacity development experts and the project manager and expected to work closely with the project consortium partners (UNEP, UNEP-DHI) and nationally assigned project teams. The consultant(s) will build on the outcomes of a previously conducted needs assessment questionnaire and other available resources and could carry out, together with UNEP and GRID-Arendal, consultations with focal points from project countries in the form of interviews and/or focus groups among others. Following the completion of the needs assessment reports, the consultant will be available (on a part-time basis) to provide inputs and expert advise on substantive topics, as described above.
The consultant(s) will be guided by GRID-Arendal’s capacity development experts and the project manager and expected to work closely with the project consortium partners (UNEP, UNEP-DHI) and nationally assigned project teams.
