The project includes construction of a new 6 km new National road 9 on the stretch Byklestøylane-Hoslemo in Bykle municipality. The new road will roughly follow the current road, with some exceptions where the road shall be straightened. The new National Road 9 will have a road width of 7.5 m.
The project is part of a larger project that has the intention of constructing a road of the required standard and road width to get a central yellow marking along the entire National road 9 from Kristiansand til Hovden.
Some smaller work shall also be executed for repair of side terrain along National road 9 on a stretch of 1 to 3 km south of Byklestøylane. Several rocky crags shall be blasted, and the finished blasted rock cutting shall be refilled with uncompacted material.

The new National Road 9 will have a road width of 7.5 m. The project is part of a larger project that has the intention of constructing a road of the required standard and road width to get a central yellow marking along the entire National road 9 from Kristiansand til Hovden. The goal of the project is to increase traffic safety and accessibility by improving corners, establishing soft side terrain, increasing the road's carrying load capacity, and improving visibility.

The work will, amongst other things, consist of removing material, blasting, laying pipes (conduits, culverts, longitudinal drainage), asphalt work and railing work. The project also includes replacing plates on Hoslemo bridge. 2 bus-bays with exit to Glidbjørg, as well as 2 stops at the edge of the road at Byklestøylane. The current bus-bay at Hoslemo shall not be subject to any work.

Some smaller work shall also be executed for repair of side terrain along National road 9 on a stretch of 1 to 3 km south of Byklestøylane. Several rocky crags shall be blasted, and the finished blasted rock cutting shall be refilled with uncompacted material. The rock blasted from the side terrain will be used within the main work area from Byklestøylane-Hoslemo. One of the rock cuts subject to blasting has a height of approx. 20 metres. Rock from this cut is planned to be crushed and used for a subbase and as base gravel.

Legally established company: Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to any sub-contractors that the tenderer will rely on, cf. the tender documentation chapter B2 point 4.

SHA system:
Tenderers must have a system that shows that they work pro actively to ensure safety, health and working environment (SHA), with relevance for equivalent work as that comprised in this competition. The system will be subject to periodic audits.
Accident frequency (H1-value)
Tenderers and their central contractual partners should have an average H1 value lower than 15 for the last three years.
If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.
The environment:
Tenderers must be certified, or in the process of being certified, in accordance with NS-EN ISO 14001:2015 Management systems for the environment - specification with guidance, EMAS - EU Eco-Management and Audit Scheme, or Eco-Lighthouse for the relevant traffic projects.

Quality
Tenderers must be certified, or in the process of being certified, in accordance with NS-EN ISO 9001:2015 Management systems for quality - Requirement. The certified system must be relevant for equivalent transport projects.
Økonomisk og finansiell stilling:
1. Tenderers must have adequate economic and financial capacity to
fulfil the contract.
2. Tenderers must have an equity ratio of at least 10 %.
3. Average annual turnover for the last three years must as a minimum be equivalent to the annual turnover of the contract.
Teknisk og faglig kapasitet:
Relevant experience:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work:
1: The main disciplines included in the assignment are: Road construction on/along a busy road.
2: Sub-assignments of considerable importance for the contract work: Concrete work
The Builders' experiences:
NPRA and other builders' experiences with the tenderer will be appraised.
Tenderers are required to show references for relevant contracts that they themselves have carried out in a satisfactory manner.
Ability to fulfil contracts:
1. The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract, including COVID-19.
2. Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
