Since 1 January 2020, Bergen municipality has taken over the ownership of the part of service lines that are located in public roads. This means that the sewage network for which the municipality is responsible has increased and that many pipes have shared responsibility. Thus, there have been higher requirements for carrying out the inspection of these "shared" pipes.

In connection with the renewal of the public pipeline network, mapping and / or condition assessment of private pipelines connected to the public network is carried out. This condition assessment of the private network is carried out with the help of pipe inspections and is the basis for this procurement.

Pipe inspections are also carried out in cases where there are suspicions of leaks in private sewage pipelines.

A contract with 2 suppliers is planned for this framework agreement.

Beskrivelse av fornyelser: The agreement can be extended for up to 2 years for one or several times.

Egnethet til å utøve yrkesvirksomheten: The tenderer must be a legally established company.
Økonomisk og finansiell stilling:

The tenderer must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:

The tenderer must have adequate competence and professional qualifications for managing and quality assuring the assignment.

The tenderer shall have good experience from a minimum of 3 relevant assignments, where the tenderer has carried out pipe inspections of private or municipal sewage pipelines and where the tenderer has reported in accordance with Norsk Vann Rapport 234/2018 and 236/2018.

The contracting authority requires that all tenderers have an established quality management system that is satisfactory to ensure quality in the execution of this contract.

The contracting authority requires the tenderer to be certified by independent third parties that confirm that the tenderer has routines and systems that ensure low impact on the environment when providing the service.
