Kort beskrivelse:
Bergen Vann (henceforth referred to as BV) wishes to enter into a framework agreement with one tenderer regarding contingency and contractor services. The workplace is in Bergen - and Bjørnafjorden municipality.
The objective of the agreement is to meet the contracting authority's need for urgent and continuous interventions on operational systems. Contingency assignments (acute) are prioritized over other planned (non-acute) operational tasks.
The work is a part of the contingency scheme for Bergen and Bjørnafjorden municipality. Contingency assignments can occur at any time of the day throughout the year.
The assignments include the following:
- Site manager for ditches and preparation of trench plans. Tenderers must comply with: Regulations relating to the execution of work, use of work equipment and associated technical requirements, chapter 21 excavation work.
- Work notification including the preparation of a work notification plan, relevant applications, installing and dismantling equipment, traffic routing and other necessary services related to traffic management (the contracting authority can contribution with providing notification of road closures phonically)

- Spot excavation on pressurized pipes
- Excavation in relation to manhole deposition and hydrant replacements
- Management of excavated masses and materials in accordance with applicable regulations
- Bracing and securing ditches and other infrastructure (cables, manholes, foundations, etc.)
- Ditch backfill
- Asphalting, temporary asphalting and maintenance thereof until the final surface is established.
- Hydrant replacement
- Transport of heavy equipment and parts, etc.
- Casting of walls
- Assembly of fences
- Maintenance and purification of stream inlets
- Clearing the vegetation of infrastructure operated by the contracting authority
- Minor concrete work
- Pruning, removing and moving bushes and trees
- Cobblestones work, levelling, planting and any other work necessary for restoring the damage or excavation lot to its original condition.
- Purchase of goods and services requiered to carry out assignments
- Other assignments that are naturally associated to the agreeement
The agreement does not include:
- Maintenance and groundwork at the municipal watercourse systems
- Work that requires approval by the Norwegian Water Resources and Energy Directorate (NVE)
- No-dig-projects
About the leakage repairs:
The rupture statistics for the previous four years (2019-2022) show an average of 150 ruptures per annum. Approx. 50% of water main ruptures are acute and must be carried out as contingency assignments.
The work is seasonal and more than 50 % of the ruptures occur between November and February. This means that two or more repairs may be required on the same day.
More ruptures usually occur in cold periods. The maximum number of rupture repairs was carried out in 2010, when 250 water main ruptures were repaired.
Approx. 55 % of the ruptures are on municipal roads, 15 % on County roads. Less than 1 % of the ruptures occur on National roads.
The repair time of a rupture varies greatly depending on elements such as availability, location, depth, other infrastructure and conditions. The average time spent on rupture repair is estimated to approx. 10 hours, without having established final cover and repair.

BV is responsible for the following assignments:
- Detection of points of excavation
- Collection of cable maps
- Plumbing/rupture repairs including hygienic management of the water
- Asbestos clearing
- Notifications of water cut offs
- Other assignments that are naturally associated to the contracting authority’s responsibilities
Any violations of the Working Environment Act must be notified to the contracting authority without undue delay.
The scheduled start of contract is as soon as possible after the tender contest is completed.

Only for building and construction work: In the reference period, the tenderer has carried out the following work of the requested type. The contracting authority can demand up to five years of experience and allow experience from the time before the last five years to be taken into account.

Minimum requirements for qualification
The tenderer must have good and relevant experience (point excavation work on pressurized power lines in proximity to live power lines or other critical infrastructure). The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: Relevant experience must be substantiated by stating a minimum of one (1) and a maximum of five (5) reference projects from the last 120 months from the month of publication. Only the first five projects will be assessed if more than five reference projects are listed. The total experience should be at least 60 months (the same month in the same year is counted only once and all months started are counted as full months). The references are to be added directly in Mercell as an answer to this point with start and end dates in format MM.YYYY.

In connection with public building and construction works, the tenderer may have the following technical personnel or technical entities to implement the contract:
The contractor should be able to manage all combinations of three simultaneous assignments (exception: three simultaneous contingency assignments). A contingency assignment may require up to 2 operators. The proposed personnel must therefore include minimumt 4 machine operators. Documentation requirement: A description of the technical personnel or technical entities at the tenderer’s disposal for carrying out the contract as well as a description of the tenderer’s average annual workforce and the number of managerial staff during the past three years.

Equipment, materials and technical equipment
The tenderer must be able to supply the following tools, materials and technical equipment to execute the contract:
Description of requirements: The tenderer is required to demonstrate a good ability to carry out the assignment in accordance with the needs of the contracting authority. Tenderers are therefore required to have sufficient capacity to be able to implement the assignment. Executing contractors must provide the necessary equipment to execute the assignment as a lorry (see products for types), excavator (see products for types), chainsaw, asphalt saw, suitable compaction equipment, suitable ditch pump, hand tools, ditch boxes etc. Excavators and lorries must be equipped with the necessary equipment such as grabber, pipe clamp, roto tilt, ripper various shovels, grappling box, hydraulic chisel hammer, approved suitable elevating equipment, etc. The resource must be able to accommodate all combinations of three simultaneous assignments (exception: three simultaneous contingency assignments). Documentation: A description of the tools, material, and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
