Kort beskrivelse:
The Agency for Urban Environment would like to enter into parallel framework agreements with 4 tenderers for engineering design and consultancy services for the Agency's investment projects related to the technical infrastructure.
The framework agreements must cover the requirements for engineering design and consultancy services in public urban areas, including foot and cycle paths, hiking trails as well as traffic safety measures for the subject areas: detail planning for roads, traffic safety measures, bridge and brick structures, preparation of zoning plans - complete, costs assessment of sequencing requirements in zoning plans, preparation of building applications, risk analysis related to construction works, as well as follow-up the contracting phase.

The framework agreement will cover the following:
- Engineering design group manager (PGL)
- Consulting civil engineer (RIB)
- Consulting electrical engineer (RIE)
- Consulting water and sewage engineer (RIVA)
- Consulting landscape architecture engineer (LARK)
- Consulting Environment Engineer (RIM)
- Consulting engineer building applications (SØK)
- Consulting engineer road and traffic (RIVeg)
Tenderers must also be able to provide other disciplines upon request.
Tenderers must be able to offer all the disciplines, either with their own resources, or by using sub-suppliers.
- The framework agreement(s) will have a duration of 2 years with an option for a further 1+1 year.
- The value of the framework agreement, including options, is estimated to be approx. NOK 50 million. excluding VAT. This estimate is based on the existing scope of services, and is not binding for the contracting authority, and can be subject to change.

- Distribution mechanisms for assignments included in the agreement are carried out as direct call-offs or by mini competitions. The distribution of the assignments is further described in annex 3; the Administrative Regulations.
- The award criteria the Contracting Authority can use for contract award are further described in the tender documentation.
Each call-off will be regulated by either:
- NS 8401 General contract provisions for preliminary design assignments (the 2010 edition), or
-NS 8402 General contract provisions for consultancy contracts remunerated according to time spent (the 2010 edition).
Each call-off will state which of the above-mentioned standard contracts will be used for the assignment.

Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification
Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Minimum requirements for qualification
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of five (5) reference projects from the last three (3) years. The references are to be entered directly in the Mercell system. Only the first five projects will be assessed if more than five reference projects are listed.

Education and professional qualifications
The following education and professional qualifications are held by the tenderer and / or (depending on the requirements given in the notice or in the procurement documents) by the senior executives.
Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: Tenderers must attach an overview of the experience and professional qualifications held by managerial group and/or key personnel that are responsible for the assignment.
