Birkeland treatment plant - Execution contract E21: Construction and ground work

Birkenes kommune

Birkenes municipality will build a new treatment plant at Birkeland. The plant will be dimensioned for 6,000 pe and will be built on the same site as the existing plant.
The contract work includes the execution of Contract E21 Construction and ground work.
The contract primarily includes the following items:
• Ground work/outdoor work
• Concrete work
• Construction work
• Construction auxiliary work for side contractors
• Building electrical
During execution, E21 will be the main contractor with responsibility for joint rigging and operations, the main company and the like.

Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian companies: Company Registration Certificate, not older than 6 months.
• Foreign companies: Verification that the tenderer is registered in a company register, professional register or trade register in the country where the tenderer is established
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
The required capacity will be assessed in relation to the contract's value, services, risk and length.
Minste nivå(er) av standarder:
Documentation requirement:
Credit rating from a certified credit rating agency that is
based on the last accounting figures.
The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.
Teknisk og faglig kapasitet:
Requirement 1:
Tenderers must have good experience from the execution of assignments of an equivalent or more complex nature and degree of difficulty as/than that in this contract.
Requirement 2:
Tenderers must have good procedures for quality assurance.
Requirement 3:
Tenderers must have implemented and established a good environmental management system.

Documentation requirement 1:
A list with an overview and description of up to five of the tenderer's most relevant assignments during the last 5 years. The list/description must at minimum contain:
• Name of customer/recipient
• Scope of the assignment
• Description of the company's role
• The assignment´s value
• Delivery dates
• A short description of the delivery, including the contract form.
Documentation requirement 2:
The documentation must be provided in one of the following ways:
Alternative 1: Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.
Documentation requirement 3:
Alternative 1: A description of the environmental management system that has been implemented in the company.
Alternative 2: If a tenderer is certified in accordance with ISO 14001, EMAS, the Eco-lighthouse scheme or equivalent systems verified by a third party, it is sufficient to present a copy of a valid certificate thereof.
