Vestre Toten municipality shall construct a new welfare centre with a gross area of approx. 8,900 m2. The centre shall be located at Bøverbru on the site of the current nursing home. Drains/title no. 63/15. 48 nursing home places shall be constructed, 16 sheltered accommodation flats and 30 activity places. A flexible building shall be constructed that can take on the coming changes. The sheltered accommodation flats can be converted to institution places if needed. It is also an ambition for the project that the building shall be available and open to the local community. The existing nursing home shall be demolished as a part of this contract. The building shall be constructed with a total of 3 floors with a basement under parts of the building. The building is planned with steel and concrete with wooden facade, facade chip and metal cladding. Sensory gardens shall be developed in connection with the building. The terrain must be adapted to neighbouring buildings and retaining walls shall be established against neighbouring buildings. A superstructure shall be established that binds Gimlevegen sheltered accommodation flats together with the new sheltered accommodation centre. Energy wells shall be established that shall be connected to heat pumps for heating the building. Two parking places shall also be constructed for Gimletun sheltered accommodation flats and Bøverbru nursery school. Kvalitetskriterium (navn): The exclusion provisions in the Public Procurement Regulations § 7-9 (4) are used, as it is clear that climate and
the environmental requirements in the procurement will result in a better climate and environmental effect than the use of
award criterium. The climate impact identified for the procurement is connected to all the environmental themes.
The largest impact will be on climate gas emissions connected to materials and energy use, so that measures that are implemented here have the greatest impact on reducing the climate and environmental impact of the procurement.
In order to reduce greenhouse gas emissions from materials, a minimum of 20% reduction of
climate gas emissions for materials in relation to the emission limit and the extent defined by DFØ for a nursing home.
Climate gas emissions from energy are reduced by passive house levels and energy requirements being 20% lower than TEK 17. In addition the building ́s heating and cooling need shall be covered by energy wells connected to the heat pump and solar panels shall be installed on the roof.
TEK 17 barracks, fossile free, are required in order to reduce climate and the environmental impact from the construction site.

In order to reduce the environmental impact of waste production, a maximum of 25 kg/m2 waste is required (except
demolition waste), and the source sorting shall be at least 95%.
The passive house level requirements, 20 % reduction as regards TEK 17 and reductions in greenhouse gas emissions from materials in relation to reference value, represent best practice for these topics. When using these
requirements together with the other requirements in the contract, it is, according to our knowledge and experience, that it is considered that
unlikely that the market can deliver systems that in a competition can clearly document better overall
climate and environmental effect.
Vestre Toten ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement
the exclusion provisions in the Public Procurement Regulations §7-9 (4), as it is clear that the use of climate and environmental requirements has a better
climate and environmental effect than the use of award criteria as described in PPR § 7-9 (2).
